Role Purpose

To provide financial support to countries, working on cost recovery. He/she will be closely working with, country teams and also liaison with the MEESA regional office in all projects related activities

This role is based in MEESA region – in the Finance Department and report into Regional Finance Manager – MEESA

Dimensions of the Role

  • Support Country Offices in MEESA Region to maximise the benefits of Cost Recovery
  • Support participating country offices to complete the needs assessment and identify their priorities as well as support the development of the country action plans
  • Leading the development and dissemination of training package on cost recovery, in particular the automated system of the cost apportionment
  • Facilitate a refresher training on cost recovery process and procedures for specific countries and follow up on the training action plan.
  • The role has no budget management responsibility and no direct reporting
  • The remit of the role covers the 14 countries, Regional Hub & Pan Africa office of MEESA

Accountabilities

Review and planning

  • Support participating country offices to complete the to needs assessment report and identify their priorities as well as support the development of the country action plans
  • Provide technical support to the involved countries at the budget setup phase to ensure that country annual budget is uploaded into SAP according to the cost recovery procedures.
  • Support relevant country focal points, ensuring the development tools for mapping and monitoring cost recovery on all grants.
  • Support countries to understand their cost drivers and cost ratios.

Country Support

  • Collaborate with the country focal points within the MEESA in developing synergies, fostering cross learning and sharing knowledge resources.
  • Develop the deployment plan according to needs assessment to ensure the timely and efficiency of the operational support provided by RH.
  • Provide in country support by herself/himself undertaking deployments to COs where needed.
  • Coordinate the learning visits between countries to ensure providing peer enabled support and sharing of best practices and document major lessons learned
  • Ensure that the country representatives are equipped with the adequate skills and tools that related to cost recovery process.
  • Country office maintains an LoE tracker for all CO staff, which is updated monthly with LoE to be charged for all staff to all projects
  • All projects update POs to align with their PA shared and CO apportioned costs with accurately forecasts
  • Coordinate the SAP back office work to extend this service to specific countries based on their needs
  • Leading the development and dissemination of training package on cost recovery, in particular the automated system of the cost apportionment
  • Facilitate a refresher training on cost recovery process and procedures for specific countries and follow up on the training action plan

Child Protection and Gender Equality & Inclusion

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Risk Management

  • Support systems and processes are in place to identify and manage risks including developing, updating and reviewing Country Office and Program Unit risk register in line with the Global Risk Management Policy and the Global Risk Management Toolkit, and ensuring that risks are adequately identified, assessed, mitigated and reported on.

Key Relationships

This post interacts within the Regional Finance team, Regional Grants team, Country Finance managers, and Country Offices across MEESA. This requires the building of good working relationships with staff from Executive to Programme Unit level.

Technical Expertise, Skills, and Knowledge

Essential

  • Educated to first degree in financial management or related aspects
  • Strong background on Plan’s systems and procedures, and deep understanding of cost recovery procedures
  • A minimum of 3 years experience in financial management area
  • Good knowledge of budget planning.
  • Excellent English language writing and speaking skills
  • Strong communication, planning and organizational skills
  • Willingness to travel and deploy in other countries, ranging from few days to few weeks.
  • Knowledge and awareness of generally applicable financial policies and procedures.
  • Able to take an issue, then plan and deliver a solution using its initiative, with little guidance.
  • Ability to take ownership for the completion of tasks. Works well within a team.
  • Promotes continuous improvement, innovation, and learning.
  • Committed to Plan’s work with an understanding of and being a role model for Plan’s aims and values.

Desirable

  • Reports writing skills
  • Proven analytical skills in result-oriented task prioritization and problem solving
