Founded in 2020, Global Humanitarian Consulting (GHC) is an extensive network of consultants that provides a wide range of services across the globe. GHC is a global community, with over 160 experts bringing up to 35 years of experience in all technical sectors and across all regions. We specialize in business development, strategy, evaluation, programme management, and project cycle management, covering all geographic regions and sub-regions, with significant depth across the nexus between humanitarian action, development, and peace and in multiple languages.

Purpose and objective

GHC is now looking to further expand its local MEAL and especially evaluation talent pool by building a roster of experienced local evaluation and enumeration firms specialized in evaluations, assessments, and research studies. The selected firms will be vetted and pre-qualified to partner with GHC to conduct data collection, translation services, and local training, and will be contracted based on need and when suitable opportunities arise.

This call is not for a specific assignment, but to vet and pre-qualify partners for future assignments.

This call is not open to individual consultants, only to national firms.

Expected capabilities

End-to-end management of data collection in multiple districts, including:

  • Translate questionnaires in local language(s), ensuring context sensitivity.
  • Conduct data collection, both surveys through digital tools (e.g. Kobo Toolbox), Key Informant Interviews and participatory focus group discussions.
  • Ensure access and appropriate security protocols for enumerators and participants of various studies.
  • Ensure coordination and permissions from local authorities before and during data collection.
  • Conduct basic data cleaning and provide robust transcripts.

Geographic scope

In order of priority:

  • Ukraine and Eastern Europe (e.g. Moldova, Romania, Poland, Slovakia, etc.).
  • Middle East and North Africa (MENA).
  • East and Southern Africa (ESA) with priority in Ethiopia, Uganda, South Africa, and Mozambique.

Qualifications

  • Previous experience conducting surveys through digital tools (for example Kobo Toolbox) ideally for clients such as INGOs, large LNGOs, UN bodies and/or the Red Cross.
  • Previous experience conducting Key Informant Interviews with multi-level stakeholders and participatory focus group discussions.
  • Previous experience conducting training for local enumerators.
  • Well-established local networks and accessibility in hard-to-reach areas of the countries where they operate.
  • The firm should have a roster of at least 10 data collectors as a minimum capacity, but ideally, it should be able to cover data collection at the national level.
  • Previous experience in basic data cleaning and drafting transcripts, when possible, through AI tools.
  • Preference to youth, women-led and/or refugee groups that have come together to form a consulting firm.
  • Ability to meet tight deadlines, and work under pressure.
  • Ability to follow strict data protection protocols, confidentiality terms, safeguarding and research ethics.
  • Legally registered and able to issue legal invoices for payments.
  • Fluency in the local language(s) of the country they operate.
