TITLE: ROAR II Project Officer – Respect Ourselves, Accentuate Resilience (ROAR II) Project

TEAM/PROGRAMME: Program Implementation

LOCATION: Chiang Rai Province, Thailand

CONTRACT LENGTH: 1 March – 1 December 2024

ROLE PURPOSE:

Save the Children Foundation will empower stateless, migrant, and Thai youth as decision-makers and leaders to protect all girls and boys from online sexual abuse and exploitation. This initiative will raise their voices on solutions to inclusive policy implementation at the national and ASEAN level.

Save the Children scale up and expand the Respect Ourselves Accentuate Resilience (ROAR) model to two new geographical areas in the north of Thailand, Chiang Mai and Chiang Rai, both hotspots for offline and online sexual exploitation of children. Save the Children will work closely with selected Thai government public schools in rural areas which have a diverse mixture of Thai, ethnic minority, and stateless girls and boys (aged 12-17) to identify and adopt youth-led solutions to sexual exploitation of children.

The role is to support the Project Coordinator for the implementation, coordination, and management of the Respect Ourselves, Accentuate Resilience (ROAR II) Project, ensuring program implementation with quality and cost-effectiveness. This role will be working closely with youth groups in migrant, stateless, and Thai vulnerable communities by coordinating with ECPAT Foundation Thailand (EF).

SCOPE OF ROLE:

Reports to: ROAR II Project Coordinator

Role Dimensions: The Project Officer works with ECPAT Foundation (EF) in Chiang Rai and Chiang Mai Provinces. The Project officer will support the project coordinator in coordination with Thai government agencies, Thai schools, Child Online Protection Coalition, SHIFT team, Save the Children Australia, and Consultants.

Project period: ROAR II Project (March 2023 – Dec 2024)

KEY AREAS OF ACCOUNTABILITY:

Program Coordination and Support

  • Support the Project Coordinator in planning, implementation, monitoring, and evaluation of the project in accordance with project design and plans ROAR II
  • Support the Project Coordinator to organize the event, workshop, training, and meeting with the researcher, youth mentor, youth leader, project steering committee, and relevant stakeholders, including project close-out
  • Conduct regular monthly meetings with partners to provide technical support to partners for the effectiveness of the youth-initiative project
  • Conduct regular field visits to observe and participate in partners’ activities and write visit reports
  • Ensure the appropriateness of financial, administrative, and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies
  • Support the Project Coordinator to review partners’ financial reports and review monthly transactions, and raise concerns promptly if any.
  • Work with other relevant staff, analyze collected data and information and prepare progress reports
  • Ensure data collection, data management, and data analysis are in accordance with data protection guidance
  • Participate and contribute to the project progress review meeting with Child Protection Technical Expert and SC Australia, and PPRM. Responsible to update the project progress tracker and compilation of supporting documents such as QBs, updated issues logs, etc.
  • Support the Project Coordinator on ROAR II project close-out, including preparation of hand-over and transition plan, organizing a close-out meeting with stakeholders, and reporting

Representation and Coordination (internal and external)

  • Ensure effective coordination and collaboration with key stakeholders and partners, INGOs, civil society organizations, community groups, UN agencies, and government counterparts;
  • Participate in coordination and advocacy meetings at the provincial and national levels;
  • Other duties as directed, including ROAR II Project representation in the absence of the Project Coordinator

Integrity:

QUALIFICATIONS

  • Thai Nationality
  • Bachelor’s degree in social science or relevant area
  • Good understanding of child protection issues in Thailand, migrant communities, and refugee communities with sound knowledge of the international standard of child rights and child protection

EXPERIENCE AND SKILLS

Essential

  • At least 3 years experience in working on youth-initiative project
  • Work experience in one or more of the following issues would be an asset: child abuse, online safety, and child protection system.
  • Experience in a similar role, preferably within the NGO sector and/ or in an international environment
  • Experience in project design, plan and activities monitoring, and timely delivery of project implementation
  • Ability to make sound judgement and prioritize multiple tasks in a constantly changing environment.
  • Ability to adopt a proactive approach and offer solutions as appropriate.
  • Sound knowledge of office practices, procedures and administrative systems including filing systems. Competent in use of Microsoft Office including Word, Excel, PowerPoint and Outlook.
  • Experience of planning and organizing meetings and events, with a strong attention to detail.
  • Proven ability to work effectively at country and regional level gaining trust and confidence with both internal and external stakeholders, and in particular senior stakeholder management in a highly political environment.
  • Strong written and oral communication skills with an eye for detail and fluent in English
  • Ability to liaise and communicate effectively with a broad range of people at all levels, across different cultures and to act with credibility, discretion, tact and diplomacy both within and without the organization.
  • Maintain a calm disposition and positive outlook particularly when working under pressure.
