The programme that is led from Bogota and covers Colombia, Ecuador, Panama, and an implementing partner in Peru with more than 660 staff distributed in 6 geographic areas. NRC provides humanitarian assistance through the WASH, Shelter, Education, Protection, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security, and cash programmes, to population affected by the armed conflict in Colombia and by the crisis of migrants and refugees from Venezuela.

Role and responsibilities

The Risk &Compliance (R&C) function will be tasked with supporting risk owners in their efforts to manage risks, providing assurance to the Country Management Group (CMG) on CO compliance within high risk areas/issues, promoting a risk management culture in the CO through training and communication, supporting CO’s compliance with issues related to the expert risk functions held by the R&C function (Protection from Sexual Exploitation and Abuse (PSEA), Data Protection (DPR), legal, Code of Conduct and complaints management) and regulations not specific to a given function (i.e. Securing Supporting Documentation, COTER, sanctions) and ensuring that complaints from external and internal stake holders are properly handled and responded to.

Summary of responsibilities

  1. Support the CMG and the Country Director (CD) by ensuring:
  2. That risks in the CO’s operations are identified, assessed and controlled effectively; and
  3. CO’s compliance within high-risk areas/issues
  4. Hold the risk management and compliance related CO registers, namely the CO Risk Register, Waiver Register, Recommendations Tracker and Standards Operating Procedures (SOPs) Register.
  5. Advise and support in-country function leaders (Head of Support, Head of Operation, Area Managers, Head of Programme, Health Safety and Security Manager) in implementing compliance improvement measures related to high-risk areas/issues.
  6. Ensure that SOPs in the CO are aligned with policies and regulations not related to a specific function, are coherent with other SOPs throughout the CO and NRC and follow basic quality principles.
  7. Be the focal point for institutional donors’ audits, which shall include coordinating the work among the different CO’s section/units to respond to external audits initiated by institutional donors and facilitating the follow up of these audits’ recommendations.
  8. Ensure that mechanisms to report, process and respond to complaints on NRC’s performance and staff behaviour from internal and external stakeholders (received through the complains and feedback, as well as whistleblowing mechanisms) are in place in the CO and in line with existing NRC requirements.
  9. Provide advice and training to CO staff on the following: i) Areas of expertise held by the R&C function at HO (Risk management, compliance, PSEA, Data Protection, Code of Conduct, legal and complaints management) and ii) compliance with regulations not specific to a given function (i.e. SSD, COTER, sanctions).
  10. Contribute to the development of NRC’s RM framework by documenting lessons learned and best practices in the CO.
  11. Management of staff and resources of the R&C function at CO.

Knowledge, skills and experience

  • Minimum 3 years of experience from working as a manager in compliance, auditing or risk management functions or from working assenior manager in a support function (Finance, logistics, HR) in the humanitarian sector.
  • Bachelor’s or higher degree in academic fields related to the R&C function such as finance, administration, law, accounting, will be an asset.
  • Documented results related to the position’s responsibilities.
  • Knowledge and skills in the international regulatory context applicable for INGOs.
  • Knowledge and skills in any of the following: safeguarding, accountability to affected populations or Code of Conduct related matters.
  • Knowledge about own leadership skills/profile.
  • Fluency in Spanish and English, both written and verbal.
  • Knowledge of the regulatory context of Colombia; of Ecuador and Panama will be an asset
