The Opportunity – Risk and Compliance Coordinator – BHA.

Post location: Gaza Area Office

Contract Duration and Level of Effort: 8 months (with possible extension, pending budget availability)

ROLE PURPOSE:

Save the Children is seeking a Risk and Compliance Coordinator to support the implementation of an integrated, multisectoral project funded by the United States Bureau of Humanitarian Affairs (BHA), which is providing critical MPCA, nutrition and water, sanitation, and hygiene (WASH), and child protection (CP) services to affected communities across the West Bank and Gaza.

The Risk and Compliance Coordinator will support the overall risk and compliance project requirements, assisting SC staff and partners in compliance review plans and promoting improved compliance throughout project cycle.

The post-holder will be a member of the Gaza Office team, but their role will include coordination of award compliance activities with the West Bank Field Office. If the security situation allows there will be an expectation of travel to the Country Office/Field Office Ramallah.

SCOPE OF ROLE:

Reports to: BHA Project Director

Role Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.

KEY AREAS OF ACCOUNTABILITY:

Compliance

  • Support the development of project compliance framework in line with SCI and USAID/BHA policies and regulations.
  • Provide functional expertise to support the organization’s risk identification and assessment processes.
  • Utilize detailed knowledge to ensure that risk management approaches are fit for purpose and fully embedded and operationalized within the organization.
  • Ensure award is developed and implemented in line with SCI oPt CO, relevant SC Member and donor policies/templates.
  • Communicate and coordinate with member office contacts to understand and record any changes related to donor compliance requirements and reporting dates.
  • Be accountable for driving AMS data completeness and quality for the BHA award ensuring proposal, contracts and amendments with donor are processed and approved through AMS and the system is an accurate reflection of current award status at all times.
  • Define and lead award file compliance spot check process, to assist the Awards Unit and project teams in maintaining quality and ‘self-auditing’ to define gaps and ‘quality score’.
  • Support kick-off meetings and the communication of compliance requirements for the program
  • Provide regular BHA compliance overview/training for SC staff and all local partners, in collaboration with SCUS.
  • Supports the risk and compliance team in identifying risks, red flags and conducting the risk assessments and risk mappings.
  • Assist Unit leads with their development and delivery of training to staff and partners on critical internal control and risk prevention measures related to their Ways of Working.
  • Directly manage all the USG specific vetting process for all BHA funded partners and suppliers
  • Conduct monitoring support visits to local partners in relation to compliance and reporting in both the WB and Gaza
  • Work collaboratively with PMU Finance and Awards Manager to ensure area-based staff understand BHA finance rules and regulations, take corrective action where needed and elevate risks to Project Management Unit.
  • Ensure that all hard copy award/project files are complete and meet the organization standard for documentation, including project information.
  • Support Country Office and Project Management Unit for grant audits and work with other departments to help them address management issues raised.
  • During Audit, work with other departments (i.e. Finance and Operations) to ensure all documentation required is ready and available for audits.
  • Working with Finance Unit to ensure project monthly forecast in Agresso is regularly updated.

In order to be successful, you will bring/have:

QUALIFICATIONS

BA in Business Administration, finance or relevant field.

EXPERIENCE AND SKILLS

  • At least +4 years’ experience in a similar position.
  • Proven experience in compliance and reporting functions.
  • Excellent planning, management, coordination and analytical skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities.
  • Proven track record of active contribution to a senior management team and providing strategic support across multiple sectors.
  • Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management, and reporting
  • Fluent oral and written communication skills in Arabic and English.

Desirable

  • Previous BHA experience
  • Experience with Save the Children award management policies, procedures and systems and Save the Children’s award management system (AMS).
