Responsible for initiating, planning, developing, and implementing a humanitarian capacity building program using a blended learning approach to attain desired outcomes across all FH country offices (currently 18). The role involves working in close collaboration with the Global Relief & Humanitarian Affairs (RHA) staff and the wider FH humanitarian community of practice. Theparticular focus for this role is to equip country office response teams, including partners, with skills aimed at improving their preparedness and response confidence, thus increasing country office humanitarian response readiness. A critical results area of this role, therefore, is improved country office disaster preparedness and humanitarian response readiness through acquisition of first-in-class preparedness and response skills.

Principal Responsibilities

  • Conduct thorough country office disaster preparedness and response skills assessments and present a working report to inform the next steps.
  • Use the skills assessment report to provide recommendations, and thereafter, design and implement a tailored capacity strengthening plan.
  • Design and develop required training modules. These would include (but not be limited to) disaster preparedness planning, response planning, and response leadership and management.
  • Using innovative approaches, provide leadership to the delivery of training sessions in accordance with the Capacity Building Plan.
  • In collaboration with the wider RHA team, develop and manage a coaching and mentoring agenda in which all RHA team members have a role to play.
  • Develop and maintain FH’s Humanitarian Training Tracker and provide reports therefrom at the agreed frequency.
  • Actively participate in humanitarian field monitoring, reflection events and Real Time Reviews to assess the effectiveness of the capacity building agenda, document impact and continuously identify emerging capacity building gaps/needs.
  • Coordinate with like-minded peer agencies with the aim of sharing ideas and learning from each other’s capacity building agendas and processes.
  • Monitor external and interagency training initiatives and support FH staff to access the most relevant of these value-addition training courses.
  • When required, deploy to emergencies and provide in-country capacity building support.
  • For the long-term, lead the process of crafting and finalizing a comprehensive Humanitarian Capacity Building Curriculum that covers CO disaster preparedness planning, Emergency Operations, and Emergency Leadership and Management.
  • Other duties as assigned.

Job Level Specifications

  • Demonstrated computer-operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and/or Zoom.
  • Ability to sit/stand at a computer for up to 8 hours a day doing repetitive motions on a keyboard.
  • A commitment to serving the poor and in full agreement with FH’s culture, mindsets and behaviors.
  • Excellent people skills including warmth and sensitivity, conversational, able to relate to and effectively communicate with people from different cultures (at various levels within the organization).
  • Comfortable and persuasive when speaking before both large and small groups.
  • Able to self-manage a diverse and dynamic set of responsibilities, proactively solve problems and / or suggest viable solutions while advancing goals and objectives.
  • Medical fitness to travel and stay in rural and urban areas with extreme conditions and limited medical support.
  • Ability to travel up to 40% of time per year internationally, including to insecure countries or locations.

Experience

  • At least 5 years of experience in the humanitarian sector, with a mix of experience across emergency preparedness and response and humanitarian training roles.
  • Strong training, facilitation, and coaching/mentoring skills.
  • Experience in developing tools, manuals, training modules and work plans for capacity building purposes.
  • Proficiency with activities, theories, and methods in the capacity building field.
  • Experience using blended learning approaches.
  • Detailed working knowledge of humanitarian principles and standards.
  • Experience and/ or knowledge of applying for capacity building grants.
  • Ability to identify global humanitarian trends, and use this knowledge to inform capacity building plans.

Education/Certifications

  • Bachelor’s degree in a field related to international development and humanitarian response and experience implementing similar training programs required.
  • Master’s degree, or a combination of qualifications and experience in fields related to disaster preparedness, humanitarian response and/or training is preferred.
  • Current HEAT or similar security awareness training or ability to obtain within three months after hiring.

Language

Proficiency in spoken and written English required. Proficiency in French and/or Spanish is also preferred. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
