Background

An effective national response to COVID-19 requires collective efforts by the global community, multi-sectoral coordination at the national level, development partners, and other entities. The Meeting Targets and Maintaining Epidemic Control (EpiC) consortium is well positioned to support the Royal Thai Government (RTG), community partners, and the U.S. Agency for International Development (USAID) to mitigate the impact of COVID-19.

EpiC will provide support to strengthen the Thailand Ministry of Public Health (MOPH), provincial, and community capacity to reduce the transmission of COVID-19 and mitigate its impacts on morbidity and mortality with key two objectives (1) accelerating widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations; (2) reducing morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats

According to the second objective, under Activity 2.1.1: Strengthening capacity on detection and surveillance of SARS-CoV-2 through application of Rapid Antigen test and surveillance of genetic and antigenic changes in the virus population, and with the request from Department of Disease Control, EpiC will purchase 1,152 tests of 2 required product which are (1) Nucleic acid amplification test for detect and differentiate specific respiratory infections including COVID-19, and (2) DNA/RNA extraction kit. Their details are specified below. Both products will be delivered to the sub-units of Department of Disease Control, MOPH.

Conditions

  1. The vender must be registered as legal entity in Thailand.
  2. The vender can choose to submit the Quotation for both products or for only one product that it has available stock.
  3. The vender must be able to deliver all products to designated government places within 30 days after signing the Purchase Order.
  4. At least four-time free of charge domestic shipment service for delivering the products to the government places in any province in Thailand, designated by Department of Disease Control, are required.

Submission documents

  1. Quotation should contain the following information: price, timeline, delivery of products, payment method, and other relevant conditions/information.
  2. Also, the formal legal documents related to the company such as company certificate, company profile including works/project experiences, vat exemption, and other related documents must be submitted.

Evaluation

Evaluation will be based on the specifications, price, timeline, delivery, payment method and working experiences of the vender.

Reserved Rights

All RFQ responses become the property of FHI 360, who reserves the right in its sole discretion to:

• Disqualify any offer based on offeror failure to follow solicitation instructions.

• Reserve the right to award based on the initial evaluation of offers without discussion.

• FHI 360 will not compensate vendors for preparation of their response to this RFQ.

• Issuance of this RFQ is not a guarantee that FHI 360 will award a purchase order
