Oxfam Pilipinas has been working in the Philippines for over 30 years. In the Philippines, our goal is to contribute to the eradication of poverty by supporting women and other vulnerable groups in saving lives and building livelihoods, enhancing their resilience to crises, shocks and stresses, and making their voices heard to hold duty-bearers accountable.

The Sexual Health and Empowerment (SHE) project is a Sexual and Reproductive Health and Rights (SRHR) project funded by Global Affairs Canada and seeks to empower women and girls to secure their SRHR in six disadvantaged and conflict-affected regions- Bicol, Eastern Visayas, BARMM, Zamboanga Peninsula, Northern Mindanao and Caraga- of the Philippines. It will improve knowledge and awareness of SRHR among ~86000 direct participants, especially women and girls, including the prevention of gender-based violence (GBV). It will strengthen health systems and community structures to deliver rights-based, comprehensive SRH information and services, and improve the effectiveness and capacity of women’s rights organizations (WROs) and women’s movements to advance SRHR and prevent GBV.

The final evaluation will provide an independent assessment of SHE’s achievements, strengths, and weaknesses, from its inception to conclusion. The primary audience is internal, namely: Oxfam Pilipinas, Oxfam Canada, Global Affairs Canada (the donor), and project partners. The evaluation will build on findings from SHE’s baseline and mid-term review. It will inform future programming on SRHR as well as its programming in related thematic areas, including, for example, women’s economic empowerment and violence against women and girls. Oxfam Canada envisions this review as a platform to understand what SHE can tell us about how successful SRHR initiatives need to be structured and designed. The review will provide insight into how SHE’s original assumptions did or did not play out over the lifespan of the project. It will also measure to what extent the project achieved its immediate outcomes, and describe contribution made towards the project’s intermediate and ultimate outcomes.

Consultants meeting the criteria laid out in the Request for Proposal are invited to submit a proposal by email to: [email protected] with the subject line: “Proposal for SHE Final Evaluation”. Proposals should be received no later than 27 March, 2024 11:59pm ET. The proposal package should consist 12 of separate technical and financial proposals. The body of the technical proposal should be no longer than 8 pages. Please ensure that in the financial proposal, the estimated budget is presented in Canadian dollars and encompasses all expenses associated with the evaluation work. This should include a detailed breakdown of personnel fees, travel expenses, and any other relevant costs.

Note: If awarded this consultancy, the consultant must agree to sign the Code of Conduct of Oxfam and must adhere to Oxfam’s Safeguarding and Ethical Research Protocol. It is not required to sign the Code of Conduct at the proposal stage.
