Terms of Reference (TOR) for Partner-Led Protection Front-Line Response

Who is the Danish Refugee Council

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

DRC has been providing relief and development services in the Horn of Africa since 1997. DRC has been active in Kenya since 2005. The Kenya Program provides services and support for refugees residing in Kenya and the refugee hosting communities. The key intervention sectors include Economic Recovery, Resilience, Protection and Humanitarian Disarmament and Peace Building.

As part of our strategic priorities for 2023, DRC is focusing on working more in collaboration with local actors, including developing synergies around programming and advocacy.

Purpose of the consultancy

DRC is seeking a consultant who can work with our existing local protection partners to better understand their approach to protection front-line response/emergency protection activities, identify areas where further capacity building is needed, and deliver targeted trainings. DRC Kenya currently defines protection front-line response to the drought emergency (outside refugee camps) as PSS, PFA, and service mapping and referrals. The research should also draw from a larger body of work addressing best practices of localisation in the targeted areas and beyond, from a partnership management and operational capacity perspective.

Background

DRC is seeking a consultant who can work with our existing local protection partners to better understand their approach to protection front-line response/emergency protection activities, identify areas where further capacity building is needed, and deliver targeted trainings. DRC Kenya currently defines protection front-line response to the drought emergency (outside refugee camps) as PSS, PFA, and service mapping and referrals. The research should also draw from a larger body of work addressing best practices of localisation in the targeted areas and beyond, from a partnership management and operational capacity perspective.

Objective of the consultancy

The Consultant will need to travel to Nairobi, as well as potentially Mandera, Turkana and Garissa, to meet with our local partners and understand their ongoing protection work. Based on this and for each local partner they will need to develop a report that provides an 1) an overview of current interventions; 2) a minimum response package in line with global standards, 3) capacity gaps analysis, and 4) improvement/action plan based on the capacity gaps analysis. Based on the identified capacity gaps, trainings will need to be provided.

Responsibilities:

  1. Engage with partners around their approach to protection emergency response, key and emerging protection needs in their communities – including identifying/defining hard-to-reach areas.
  2. Using global standards, develop a minimum response package for protection front-line response/emergency protection package in Kenya relevant to the drought response.
  3. Conduct a capacity gaps anáysis and develop a brief improvement/action plan that compliments the recommended mínimum response package. Many of the partners will already have significant experience in protection – so the capacity analysis will need to be unique to each partner (3-4 partners overall).
  4. Support partners in building targeted capacities to implement the minimum response package through training.

Duties:

  1. The consultant will sign the DRC Code of Conduct and will ensure full respect of humanitarian principles when approaching community members.
  2. The consultant will sign DRC’s ‘confidentiality form’.

Scope of work and Methodology

The Consultant will be required to prepare a detailed methodology and work plan indicating how

the objectives of the project will be achieved, and the support required from DRC.

Deliverables

Development of workplan

Report on existing interventions and capacity gap analysis for each partner.

Development of minimum response package for protection front-line responses

Development of training materials to compliment the minimum response package recommended.

Training delivered for the targeted local partners based on the action plan and minimum response plan materials

Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than 22 working days.

The consultant shall be prepared to complete the assignment no later than July 31, 2023.

Eligibility, qualification, and experience required

  • Knowledge of the local context in Turkana and Garissa – particularly Dadaab and Kakuma, and particularly the humanitarian and protection response.
  • Experience and understanding on humanitarian protection work.
  • Demonstrated understanding of the work proposed in the TOR.
  • Strong English writing skills and ability to work well with an interpreter in the field. Swahili is a benefit.
  • Demonstrated knowledge of protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
  • Ability to work with minimum supervision and demonstrate efficient time management.

Technical supervision

The selected consultant will work under the supervision of the Emergency Response manager

Location and support

Kenya – with travel to Nairobi and potentially Mandera, Garissa and Turkana. Travel costs and admin to be covered by DRC.

The Consultant will provide her/his own computer and mobile telephone

Travel

The Consultant will need to travel to Nairobi, Mandera, Turkana, and Garissa in order to conduct the research.

DRC will cover all costs for accommodation, meals, travel.

Submission process

Interested applicants who meet the required profile are invited to submit their proposals including;

  1. A suitability statement including CV of participating consultants with details of their qualifications and experience.
  2. A Detailed workplan and proposal of how to achieve the objectives of this consultancy.
  3. Narrative and financial proposal providing costs estimates and consultancy fees

Evaluation of bids

Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.

1. Profile and Qualifications (Weighted percentage – 50%)

a. The candidate meets the profile and qualifications for the TOR.

b. The consultant(s) have similar or other relevant experience in Protection modalities

c. The consultant(s) have relevant experience in sectors similar to those of the focus of the TOR

d. The consultant(s) provide examples of previous work carried out in this field of work

2. Technical approach (Weighted percentage – 50%)

a. The technical approach addresses the key aspects and deliverables of the ToR.

b. The strategy draws on sector good practice and is relevant to the task.

c. The technical approach will deliver the required outputs, within the deadlines.

Based on the initial screening, DRC Kenya will invite selected bidders for an interview

3. The financial offer will then be weighed against the technical proposal (cost/quality)

DRC Kenya will conduct reference checks from at least 2 previous works as an additional mandatory requirement before contracting.
