1. INTRODUCTION

The “Restoration of Peace, Livelihoods and Economic Cycles in Anbar, Iraq (RePLECA)” is a German-Iraqi Transitional Development Assistance Programme, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit, GmbH (GIZ).

RePLECA seeks to stabilize rural livelihoods for the most vulnerable groups in Anbar Governorate by rehabilitating productive infrastructure, providing agricultural inputs, carrying out capacity development, facilitating access to public services and supporting local peace processes. The project aims to contribute to building peaceful coexistence between and within communities.

The “Organisational Development and Capacity Development for Peace Infrastructures in Anbar Governorate” is a component of the RePLECA project. It focuses on supporting social cohesion by improving the organizational basis for peaceful participation and decision-making processes and by providing organisational and capacity development measures to state and civil society structures mandated to promote inclusive and peaceful coexistence in Anbar.

2. SCOPE OF THE ASSIGNMENT

To develop participant’s understanding of return and reintegration concepts and frameworks.

3. KEY ROLES AND RESPONSIBILITIES

Based on the overview provided above, the expert’s tasks include, but are not limited to, the following:

Task 1

Conduct three two-day training workshops on Return and Reintegration concepts and frameworks, which would include:

  • Developing, customizing, and adjusting training content and agenda.
  • Designing pre-post training assessments; prepare and analyse pre-post training assessment questionnaires to evaluate and measure the participant’s knowledge and skills before and after the training.
  • Delivering three two-day training workshops.
  • Providing a final report including recommendations

Task 2

Provide mentoring and advising on designing/implementing online or in-person activities.

4. EXPECTED OUTPUTS AND DELIVERABLES

At the end of the workshop, participants will be able to:

  • Define the concepts of return and reintegration in the context of displaced populations, refugees, or migrants, with a special focus on understanding the process in Iraq, especially in Anbar. Gain insights into the legal and regulatory frameworks relevant to return and reintegration
  • Understand the challenges and opportunities associated with the return and reintegration process, with an additional focus in Anbar
  • Understand the roles, responsibilities, and challenges faced by both returnees and host communities.
  • Learn about the psychosocial challenges faced by returnees and how they can impact reintegration.
  • Understand the importance of social cohesion and strong community support for successful reintegration.
  • Develop strategies to address challenges in the context of return and reintegration at the community-level and promote social cohesion, cultural understanding, and peaceful coexistence.

Deliverables & Time frame

  • Develop, customize and adjust training content, agenda, and pre-post test: 5 working days
  • Workshop Facilitation (3 workshops): 6 working days
  • Mentoring and advising on designing/implementing activities: 3 working days
  • Providing final report: 2 working days

5. DURATION AND TIMELINE

The consultancy is to be carried out in December 2023.

6. LOCATION OF ASSIGNMENT

Iraq – Baghdad and Anbar.

7. REQUIRED QUALIFICATIONS AND SKILLS

Education

Advanced University degree in social work, Development studies, Economics, Law, or International Relations.

Experience

  • A minimum of 5 years of experience working on migration and internal displacement with a strong focus on return and reintegration.
  • Experience in designing and delivering training workshops.
  • Previous experience in an emergency or conflict-afflicted setting is specifically required.
  • Knowledge and experience on return and reintegration in Anbar is an asset
  • Strong understanding of gender dynamics and challenges in return and sustainable reintegration.
  • Knowledge of vulnerabilities and protection needs in the context of migration, return and reintegration.

Language

  • Excellent command of Arabic.
  • A good command of English is an asset.
