The French section of MSF is present in around thirty countries.

We are looking for a:

HR Application Systems Manager M/F

Mission :

Within the Information Systems Department, the Application Systems Manager defines, implements and guarantees the maintenance in operational condition of the applications for which he is responsible, in conjunction with the HR Department.

Under the hierarchical responsibility of the Manager of the Application Heritage and Digital Expertise department, he defines and implements, in collaboration with the HR business referents, the environment of use, the support and the corrective, preventive and evolutionary maintenance projects of the applications. .

Main activities :

Analyze the feasibility and impact of business needs and qualify the maintenance actions to be implemented:

  • Understand the functional expectations and the degree of satisfaction with the current HR IS,

  • Qualify the need and define the actions to be implemented (maintenance / project),

  • Identify technical and organizational constraints,

  • Support the business referents in the description of functional needs, in the design of their processes and in the drafting of specifications (functional and technical).

Implement and support corrective or evolutionary maintenance projects, for needs validated by business management:

  • Evaluate the means to be implemented (human, technical, financial, etc.)

  • Define deliveries, deadlines and assess documentary requirements,

  • Supervise and coordinate the work of all maintenance project stakeholders, lead internal and/or external teams,

  • Develop technical documents describing the products and services (technical architecture document, operating document, support model, etc.),

  • Guarantee the deliverable, in terms of quality, budget, deadlines and safety,

  • Mapping the risks and monitoring corrective or evolutionary maintenance actions to be implemented,

  • In general, provide assistance to the Project Owner (MOA) in all phases of development projects.

Define, coordinate and ensure, for the defined level, the support on the applications for which he is responsible:

  • Define and/or review, in collaboration with the business lines, the technical and functional support (level 1,2 and 3) following developments,

  • Respond to user requests and problems for the levels for which he is responsible,

  • Ensure that all technical and functional documentation is available and up to date.

  • Ensure that backups are made and secure.

Manage the service levels of IT service providers: Define, validate and enforce service level agreements (SLA) and subcontracting contracts,
Negotiate and manage service provider contracts for evolutionary or corrective maintenance,
Define and monitor the budget for the applications under his responsibility.

Contribute to business projects under the lead of the Project Pole, in particular on the current HR IS renewal project:

  • Getting started with the new application, building skills on the functional blocks that will be under his responsibility,

  • Contribute to all phases of the project for the different lots,

  • Ensure the transition from the Project to the Run.

Ensure a technological watch in order to detect new technical and functional possibilities offered by the market, opportunities, strengths and weaknesses.

Experience :

3 to 5 years of experience in a similar position is required.

Experience acquired in IT application management (as MOA, MOE, AMOA, Application Manager, etc.).

Experience in the community sector will be a plus.

Languages: French, technical English (B1).**

Skills :

  • Very good knowledge of the professions of an HR Department (Payroll Management, Personnel Management, Time and Absence Management, Career Management, etc.)

  • Very good knowledge of IT support processes,

  • Very good knowledge of IS project management,

  • Knowledge of business process mapping,

  • Desired knowledge of one or more of the following software: Workday, CareerBuilder, Talentsoft, Horizontal Software, Homer.

  • Knowledge of relational databases,

  • Notions of urbanization processes and IS architecture.

Skills: Listening, cooperation, sense of customer service, and responsibility; Qualities of analysis, diagnosis, synthesis and responsiveness to problems; Ability to understand business processes, needs, and translate them into technical specifications, Organization, rigor, autonomy.

Status

Permanent position based in Paris (telework authorized, 2 days a week). Status Full-time executive.

Conditions: €44.9K gross per year over 13 months.
Complementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €9 (60% covered by Médecins Sans Frontières) in proportion to the weekly timetable. Support at 50% of the public transport season ticket.
