What we do

The International Committee of the Red Cross responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.
The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. The ICRC Resource Mobilization Strategy 2020-2030 aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

Purpose

The REM Operations Manager maintains a broad, high-level view of the division’s resources (human & financial) and internal mechanisms in order to effectively support REM_CHF and wider management team, in planning, monitoring and adequately managing all REM resources.

S/he coordinates and oversees the implementation of the REM business planning cycle – ICRC planning for results (PfR) and the Resource Mobilization Investment Fund (RMIF) for the whole division, from the development of the business plans and cases to its implementation and monitoring, in close coordination with the REM Head of Strategy and the REM Head of Support.

S/he is the focal point for the REM division budgets and business plans as well as for ROI monitoring and the True Cost of Fundraising. The position holder supervises the allocation and control of REM expenditures at HQ and in the CSN. S/he maintains a broad, high-level view of the division’s strategy, activities and special projects in order to effectively act as a liaison between the Division’s management team and the Centres of Expertise and regions concerning budgeting and business planning. The position holder is a critical thought-partner to the management team, providing sound input and maintaining complete confidentiality.

Accountabilities & Functional responsibilities

Business planning and Budgeting:

  • Contributes to the development business planning documents (including budgeting and financial follow up).
  • Participates in defining the Return on Investment (ROI) methodology, including the monitoring process.
  • Manages the PfR and RMIF business planning exercises.
  • Trains and provides support to colleagues for the use of business planning tools, internal processes and documents.
  • Provides costing to calculate budgets.
  • Collects, controls and consolidates business plans and business cases.
  • Consolidates financial figures for the division.
  • Organizes the Division Annual Planning Meetings as well as follow up and validation meetings.
  • Advises REM management team on the optimization of resources and on organizational needs.
  • Is the REM focal point with FAD for budgeting and financial controlling questions.
  • Supervises de inputs of PfR and RMIF data in the budgeting tools, as well Cost Centre changes and requests.
  • Is a critical thought-partner to the management team, providing sound input and identifying issues that can impact REM business (Breakeven and/or other institutional commitments).

Performance and Monitoring:

  • Participates in the development and supervision of the REM GO/SO structure in the PMT.
  • Advises on improvements and alignments with business plans.

Financial Reporting:

  • Participates in defining analytical accounting reports.
  • Monitors the accounting of actual REM expenditures (HQ and CSN) and the quarterly financial follow-up.
  • Validates financial analytical reporting.
  • Applies the True cost of fundraising guidelines to estimate ROI.
  • In case of need, prepare estimates and scenarios for budget-cutting exercises.
  • Supervise the work of the administrative assistant finance based in MSSC for the financial follow-up and expenditure control.
  • Collects information and prepares the SitFins.

Information Management:

  • Ensures that business planning and financial documents, guidelines and procedures are filed in alignment with the division information management guidelines.
  • Acts as a help desk for the ‘units’ business planning.
  • Participates in briefings for the on-boarding of new employees.

Relationships

  • Internally, interacts with REM staff at HQ, the field and the SCCs as well as with RES_DIR, FAD, HR and LOG colleagues
  • Externally, limited interaction with business partners.

Certifications / Education required

  • Master’s Degree (or equivalent experience) in business/management.
  • Certification in change management / project management and asset.
  • Fluent in French and English. Any other language an asset.
  • Computer proficiency (excellent Excel knowledge).

Professional Experience required

  • 10 – 12 years professional experience, including experience in business planning and budgeting.
  • Strong cross-functional team management and communication experience within international organizations.
  • Understanding of ICRC operations, practices and policies.
  • Proven track record of effectively interacting with senior management.
  • Experience in project/programme management an asset.
  • ICRC administrative field and HQ experience an asset.
  • Fundraising experience an asset.
