What we do

The International Committee of the Red Cross (ICRC) www.icrc.org responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

This Unit manages the ICRC’s funding relationship with 19 donor governments (including 10 Donor Support Group (DSG) members) and National Societies and provides overall coordination of the new market-based approach comprising both private and government sources of funding for the selected countries concerned. This position covers the countries of France, Italy and Spain.

Purpose

The Resource Mobilization Country Manager implements the ICRC fundraising strategy. S/he is the relationship manager responsible for relationships across all Public and National Society funding streams in the three DSG countries (France, Italy and Spain).
Owing to the nature of the post, the Country Manager works closely within various Units in REM in a transversal manner and maintains an active relationship with relevant headquarters units/services, operational regions, as well as delegations.

Accountabilities & Functional responsibilities

Donor relations:

  • Defines and implements the fundraising and relationship management strategies for the three DSG member countries under his/her responsibility in accordance with Division, institutional objectives and financing requirements. Mobilizes relevant HQ/field staff and management to support the strategies where necessary.
  • Contributes to the establishment of the Unit’s priorities and objectives.
  • Develops and deepens the existing working relationships with the donor governments and NSs, and where relevant with the private sector.
  • Manages the negotiation of funding contracts, with the support from relevant technical experts (REM Enablers, finance, legal, audit, operations, etc.).
  • Liaises with Operations Regions, facilitates institutional and operational contacts with donors and ensures the necessary follow-up.
  • Collaborates with National Societies to mobilize resources to support ICRC operations and is the REM entry point for National Societies on funding matters.
  • Presents or mobilizes ICRC’s experts to present operations and specific thematic files to donor audiences.
  • In coordination with REM/REP, develops a narrative and tailor-made funding proposals according to interests and needs of donor.

Analysis:

  • Contributes to shaping the strategy of the Unit as well as its orientations.
  • Develops and updates roadmaps and plans of action for donor countries on public and NS funding streams.
  • Internally, is the focal point for the Region and Operations on donor relations and fundraising for the three countries under his/her stewardship; interacts with Operations and technical departments (COM, MOUV, wathab, health, protection, etc.), with delegations and Enablers teams.
  • Coordinates with Regions, delegations and other internal divisions on joint analysis, speaking notes, etc.
  • Acts as an interface between ICRC and donors and ensures that ICRC capitalizes on the links between Government, National Society and the private sector (“Virtuous Circle”).
  • Undertakes or facilitates fundraising / donor relations visits to capitals and participates in donor events representing the ICRC.

Scope & Impact

  • Mobilizes, and manages the donor relations related to an income of CHF 30 million or more from the respective governments and National Societies.
  • Implements a fundraising strategy involving all three components of REM’s Virtuous Circle (Government, NS and Private Sector) for the markets and their segments under his/her purview.
  • Manages 3 DSG member countries.
  • Enlarges the ICRC donor base by identifying potential new donors/funding streams or sources and intensifying the levels of interaction and dialogue with them in the aim of increasing their financial contribution and other high value alternative forms of support.
  • Ensures greater in-house synergy and involve delegations in new donor countries where there is a potential to develop a stronger dialogue in the capitals or in the field, focused on common over-arching objectives and ambitions.

Relationships

  • Internally, interacts with the operational desk and various métiers (movement, wathab, health, protection, etc.), with delegations and with REM experts and enabler.
  • Externally, interacts at working level with the Permanent Missions of Geneva (counselor, first secretary), with interlocutors of the Ministry of Foreign Affairs and other ministries/agencies of interest at the capital level.

Certifications / Education required

  • University degree required (BA and/or MA) preferably in marketing, social science, business administration or management qualification an asset.
  • Fluent in English & French. Any other relevant language an asset.
  • Computer proficiency.

Professional Experience required

  • At least 12 years professional experience.
  • Field experience a must, preferably with management or coordination role.
  • Experience of the functioning of the humanitarian and/or development communities.
  • Previous fund-raising experience an asset.
  • Knowledge of humanitarian work.
  • Knowledge of the RC Movement.
  • Understanding of ICRC operations, practices and policies.
  • Experience representing the ICRC to donors.
