Purpose of the position

The Resource Mobilization Coordinator is instrumental in ensuring that LWF Myanmar country program develops high quality project proposals in line with community priorities, and the Myanmar country strategy. They shall support program development; donor compliance and communications activities

Position environment

The Resource Mobilization Coordinator is based in the Yangon Office. They are a member of the LWF Myanmar Management Team. S/he shall also represent the LWF Myanmar Program in forums, and working groups as delegated. They may be called upon to serve as Acting Country Representative. Periodic travel to the field offices in Myanmar will be required.

Required Qualifications

University degree in fundraising or related degree. Master’s Degree an advantage.

Knowledge, skills and experience

Minimum 6 years of experience in funding proposal writing, for UN, EU, USAID.

Significant working experience at management level in humanitarian assistance or development-oriented programs within an international environment and preferably with church-related or non-governmental organizations.

Strong leadership and people management skills.

Very good analytical and organizational skills.

Knowledge of LWF, its member churches and related agencies would be an asset.

Knowledge and experience of cooperation with United Nations and governmental agencies and/of international development cooperation in the field of humanitarian assistance, advocacy, human rights and sustainable development is essential.

Team-oriented, flexible and excellent communication skills.

Main duties

Support to Country Representative for fundraising and development of proposals within the strategic framework for LWF Myanmar, as well as reporting to existing donors. The Resource Mobilization Coordinator’s main responsibilities are for Leadership and Management as a member of the MT (5%) Resource Mobilization (70%) and Donor Compliance and related Communications Support (25%).

Leadership and Management

Constructive participation in the Management Teams meetings, and support the Teams’ decisions.

Actively contribute to Strategic Planning processes.

Actively liaise with the World Service Global Funding Unit in Geneva and with online, regional and country based donors to facilitate resource mobilization for LWF Myanmar.

Recommend detailed resource mobilization strategies in order to sustain the program.

Actively build the resource mobilization capacity of the MT members.

Resource Mobilization

Keep abreast of relevant resource mobilization opportunities and maintain up to date donor maps and files.

Coordinate closely with program teams and other relevant stakeholders/resources to monitor programmatic needs and funding gaps, as well as identify best practises, to inform new project design.

Where required, coordinate needs assessments, project design workshops and external stakeholder consultations to support project design process.

Develop proposals for new and existing donors, in coordination with partner organizations and LWF staff, in a participatory manner.

Ensure that proposals are developed to donor standards and are within the capacities of partners and realistically include the required human, material and financial resources.

Ensure the proposals align to LWF strategies, guidelines, and staffing capacities.

Ensure that proposals components are duly aligned between narrative, logframe, work plans, and budgets.

Coordinate closely with Program, Projects, Technical Units, Finance, Administration and Human Resources to ensure funding proposals are in alignment with policies and practices.

Participate in donor liaison meetings and inter-agency coordination forums, such as the Education in Emergency Working Group, Food Security Working Group, Gender Empowerment Network and Protection Sector Working Group, etc.

Actively coordinate and network with relevant internal and external stakeholders for the purposes of identifying new funding opportunities, proposal development, and ongoing partnership management.

Seek opportunities to partner with ACT Alliance and other INGOs and local NGOs in consortia as appropriate.

Donor Compliance, Grant Management, and related Communications Support

Facilitate project launch events so that implementation teams and other key stakeholders are well versed in project requirements and implementation expectations.

Lead the development of sub-grant agreements / MoUs with partner organizations

Work together with other relevant departments to maintain data base on status of all project start/end dates, grant amount, report, evaluation, audit due dates and keep relevant staff well informed on required formats and templates and other donor requirements.

Review donor reports to ensure high quality and compliance to donor requirements as per Grant Agreements, programme guidelines, and project documents.

Keep files of all concept notes and funding proposals

Assess and analyse both successful and failed concept notes and funding proposals for learning purposes.

Manage LWF’s presence on external donor platforms, e.g. Grants Management System of UNOCHA, UN Partnership Portal, etc.

Contribute to monthly management reports.

Act as the focal person for communication with funding partners and donor representatives.

Special duties

Support to Country Representative regarding internal and external communication as required.
