Our Team

EFSVL team in Anbar has one technical team leader, 3 officers and 2 assistants in place under MADAD. The announced position is under BMZ funded project and will be under direct reporting line to the Team leader.

Job purpose

  • Support EFSVL team leader and team in implementation of emergency food security, livelihood and cash programming activities within the project time-frame and quality standards, and using different modalities that includes in-kind distribution, micro grants, cash for work and multi-purpose cash for IDPs, host communities, returnees in the selected sites.
  • Develop daily, weekly and monthly workplan in close work with EFSVL team leader and ensure operationalization of plan with EFSVL team.
  • Write weekly, monthly and other project related report as assigned by team leader.
  • Conduct regular review meetings on implementation of activities with EFSVL team and recommend alignment to work schedules as and when required.
  • Supervise community mobilization and sensitization activities in targeted location considering the strict adherence to DO NO HARM principle.
  • Ensure community participation at each stage of project implementation and their input and feedback are incorporated in activities implementation.
  • Provide day to day operational support to EFSVL officers and assistants in carrying out the program activities.
  • Work closely with other departments and sectors to ensure the required support secured and integration is achieved for higher quality of implementation.
  • Ensure quality of work in field level assessments including, but not limited to, need assessment, HH vulnerability assessment, and other type of assessment as assigned by the team leader.
  • Lead the process and EFSVL & Cash officer and assistants in identification, registration and verification processes of vulnerable households and individual as per the approved selection criteria.
  • Lead at the field level in the process of vendor/shops identification and market actors to participate in the food security, livelihoods and Cash and Voucher activities and ensure that they are selected as per the agreed criteria.
  • Work closely with media and communication team to write case studies, success stories and assist in development of other communication material.
  • Keep close coordination and working interaction with gender and protection team to ensure that all aspects related to gender and protection are mainstreamed in project activities level implementation.
  • Ensure compliance with relevant standard procedures for cash and voucher interventions, including compliance with relevant policies and criteria relating to Emergency Food Security, Vulnerable Livelihoods, Cash and Voucher programming, including best practices and donors’ policies.
  • Ensure to follow the community engagement and communication strategy and communicate with the communities and other program’s stakeholders the objectives of the Emergency Food Security, Vulnerable Livelihoods and Cash/Voucher Transfers.
  • Ensure strict compliance to cash transfers SOPs and policies as per the Oxfam’s internal standards, donors and international humanitarian standards.
  • Support and lead the EFSVL and Cash staff involved in EFSVL activities in records management, reporting and accounting for cash transfers programming.
  • Ensure distribution of in-kind goods, micro grants/cash/ vouchers to participants are accurate and according to the criteria.
  • Working closely with MEAL staff, conduct monitoring of all activities post-distribution, and collate information to share with other staff.

key responsibilities

Technical

  • Implement and supervise livelihoods and economic recovery activities for COVID- 19 response using different modalities that include, Multi-purpose cash assistance, micro grants, cash for work, vocational and skill trainings, job placement, multi-purpose cash or vouchers.
  • Support in Cash for Work (CfW) micro projects feasibility assessment with technical team and defend the proposal to selection committee for project approval.
  • Provide day to day implementation support to the team CfW, vocational skill training programs and job placement programs.
  • Under the supervision of Emergency Food Security, Vulnerable Livelihoods (EFSVL) technical team leader, draft weekly, monthly implementation plan and ensure team is well equipped with all the information and resources to implement the plan.
  • Supervise the overall process of beneficiary registration and selection process and ensure the right people are selected for inclusion in the program as per agreed and approved selection criteria and methodology.
  • Work with selected service provider for vocational and skill training and monitor the service delivery in terms of quality, compliance to content, delivery and effective learning.
  • Networking with private sector actors and regularly coordinate to explore the opportunities for project beneficiaries for technical trainings, apprenticeship and full time job placement programs.
  • As delegated to supervise the implementation of the livelihoods and economic recovery interventions for the programme ensuring achievement of the set objectives and milestones.
  • Participate in assessments, collation and analysis of other primary and secondary information sources of relevance to contribute to contribute to agreed advocacy initiatives
  • Participate in the development of new concept notes and proposals relevant to the context and coherent with the overall strategic approach of the programme.
  • Participate in collaboration activities and joint planning with key partners including relevant ministries and NGOs working with Oxfam.
  • Support the EFSVL Team Leader and project manager to ensure that all project and donor requirements are met, including timely preparation of both weekly, monthly, quarterly and final narrative and financial reports.
  • Ensure that Oxfam’s gender policy and Code of Conduct are implemented at all levels and in all aspects
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
  • Understand and follow relevant standard procedures for cash programming, including compliance with policies and criteria relating to EFSVL, Cash and Voucher programming, including best practices and donors’ policies.

Leadership

What we are looking for

Essential – Experience, Knowledge, Qualifications & Competencies

  • Bachelor Degree in Administration, Management, Social working or relevant.
  • Minimum of 2-3 years working experience in livelihoods, in emergencies or economic recovery programme with an NGO or similar organisation.
  • Minimum relevant experience of 2-3 years in relevant field
  • Skills in playing a supportive role, demonstrating ability to support field teams’ members to deliver results for operational work.
  • Demonstrated understanding and experience in Cash and Voucher Programming in a humanitarian context.
  • Experience of working with an NGO – especially in project implementation, monitoring and evaluation.
  • An understanding of gender, protection and diversity issues in livelihoods and economic development programs.
  • Should have basic understanding of Gender inclusion in the program.

Desirable

  • Experience of engagement with private sector, micro-finance institutes (MFIs), and vocational training service providers.
  • Former business management trainer and hold TOT certification on business management training.
  • Working experience with private sector in Iraq and good enough understanding of private sector.
  • Completed CaLP Level 2 training
