Overview:

The Norwegian Refugee Council (NRC), in partnership with the BRCiS Consortium, is seeking a highly experienced and innovative Resilience and Livelihood Technical Lead to spearhead a BHA-funded resilience and food security activity in Somalia. This role is critical in implementing a graduation path way out of poverty in urban settlements, with a focus on internally displaced persons (IDPs) and host communities.

What you will do

Development of Technical Guidance:

  • Develop comprehensive technical guidelines for the consortium’s urban livelihood programs, ensuring alignment with best practices and donor standards.
  • Provide technical advice and support to consortium members for the implementation of these guidelines.

Harmonization of Program Delivery:

  • Coordinate with consortium members to harmonize program delivery, ensuring consistency and quality across different interventions.
  • Facilitate joint planning and regular technical meetings to align activities and approaches.

Capacity Building and Local Empowerment:

  • Design and implement capacity-building initiatives for local partners, community organizations, and government institutions.
  • Empower local actors through training, mentorship, and resource sharing to sustain program impacts.

Private Sector and Market Engagement:

  • Establish and strengthen partnerships with private sector entities and market actors to create opportunities for livelihood enhancement.
  • Promote market-driven approaches that align with local economic dynamics and opportunities.

Innovative Livelihood Strategies:

  • Implement innovative livelihood and economic development strategies, focusing on youth and women’s empowerment.
  • Leverage technology and creative solutions to address urban poverty and resilience challenges.

Technical Leadership and Innovation:

  • Lead the design and implementation of urban livelihood programs, especially targeting youth and women.
  • Drive market analysis and human-centered design approaches to ensure effective and sustainable livelihood interventions.
  • Implement innovative strategies and poverty graduation approaches to enhance economic resilience and food security.

Consortium Engagement and Collaboration:

  • Actively engage and collaborate with consortium members, ensuring synergy and alignment with the overall program objectives.
  • Foster a collaborative environment that encourages knowledge sharing and collective problem-solving.
  • Represent NRC and the consortium in relevant forums and networks.

Donor Accountability and Compliance:

  • Ensure compliance with BHA and NRC policies, procedures, and guidelines.
  • Oversee the preparation of timely and high-quality reports and documentation for BHA and other stakeholders.
  • Maintain transparency and accountability to donors, ensuring the effective use of resources.

Community Engagement and Local Accountability:

  • Develop and maintain strong relationships with local communities, authorities, and stakeholders.
  • Ensure community participation and feedback are central to program design and implementation.
  • Address community needs and priorities, promoting inclusivity and local ownership.

Collaborating, Learning, and Adapting (CLA):

  • Promote a culture of learning and adaptation within the team and among consortium members.
  • Integrate evidence-based approaches and best practices into programming.
  • Facilitate regular reviews and adaptations based on program data and feedback loops.
  • Ensure effective coordination and communication within the team and with external partners.

What you will bring

Qualifications:

  • Master’s degree in a relevant field (e.g., Development Studies, Economics, Social Sciences).
  • Over 10 years of experience in urban livelihood programming, particularly for youth and women.
  • Proven track record in leading market analysis and implementing human-centered design approaches.
  • Extensive experience in poverty graduation approaches and resilience building.
  • Familiarity with BHA funding mechanisms and requirements.
  • Strong leadership and team management skills.
  • Excellent communication, interpersonal, and negotiation skills.
  • Fluency in English; knowledge of local languages is an advantage.
