POSITION SUMMARY:

HIAS seeks a Resettlement Program Specialist to oversee core services for newly arriving refugees and provide case management during their first 90 days upon arrival. This role works towards the goal of ensuring refugees’ self-sufficiency at the end of the service period. Key responsibilities will be overseeing pre-arrival preparations and resettlement core services according to the requirements listed in the Cooperative Agreement. The Resettlement Program Specialist will represent HIAS Austin at community meetings and events, compile necessary programmatic reports, complete monthly invoicing, and lead a team providing efficient and essential services to newly arrived refugees. This role has external contact with clients, volunteers, representatives of other social services agencies, and the community.

ESSENTIAL FUNCTIONS:

  • Works in partnership with case managers on planning for and coordinating services for the arrival of new refugees including pre-arrival scheduling and preparing housing.
  • Oversees that clients access social services, including enrollment in public benefits, school, employment services, and any additional services they may qualify for.
  • Aligns quality of services across the resettlement program, ensuring that the program is both in compliance with the federal guidelines and working toward the best interest of clients.
  • Ensures that all program logistics, both pre- and post-arrival, are managed appropriately, developing and refining systems as needed.
  • Prepares monthly and quarterly reports as needed.
  • Tracks client and administrative funding according to the State Department’s requirements, including preparing and submitting monthly invoices.
  • Documents client interaction and service in a timely manner and in compliance with program requirements.
  • Advocates on behalf of the clients throughout the broader community and represent HIAS Austin in the community.
  • Participates in and attends Quarterly Consultations to collect local stakeholder feedback regarding the implementation of the R&P program in the community.
  • Works collaboratively with volunteers to maximize assistance to clients.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree required; graduate degree preferred.
  • 3-5 years of relevant professional experience, including management of diverse teams and understanding of or experience with effective case management practices.
  • Understanding of available community resources that impact and/or benefit the targeted client needs.
  • Knowledge of basic client management procedures for determining eligibility, assessing needs, identifying resources, making referrals, following-up, and documenting client interactions and proactively supporting client’s pursuit of goals.
  • Knowledge of U.S. Refugee Program required; previous work experience at a national resettlement agency or resettlement affiliate is preferred.
  • Experience in managing federal grants preferred.
  • Knowledge of IRIS client management system is highly desired.
  • Well-organized and detail-oriented; ability to prioritize duties and meet deadlines in a fast-paced environment.
  • Strong written and verbal communication skills, and able to effectively communicate with individuals and groups.
  • Strong computer skills, including use of Microsoft Office Suite and databases.
  • Ability to work with a high degree of autonomy and accountability while being a team player.
  • Self-starter and ability to take the initiative on new projects.
  • Valid drivers’ license with access to reliable transportation.
  • Ability to work outside of the 9-5 schedule, as needed.
  • Travel, to include travel to insecure operating environments, may be required.
