Summary:

Chemonics seeks a Research Manager to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Research Manager will ensure that research aspects inform and advance implementation of PFRU. The Research Manager will ensure that all research under the programme is implemented in form and substance consistent with FCDO regulations, Chemonics’ contract, Ukrainian law (where appropriate neighbouring country law), and Chemonics’ policies and internal controls. He/she oversees core research partners and engages with technical leads to support the programme’s research plans and directions and to ensure that deliverables are consistent with Chemonics’ high standards and are in accordance with local laws and FCDO regulations.

Responsibilities:

  • Drawing on expertise working on stabilization activities, guide technical thinking and research objectives for project activities, including PFRU Rapid Assessment Missions to newly liberated areas.
  • In coordination with project teams, develop and update workplans for delivering programme outcomes, outputs and activities with a focus on guiding data analysis and information management support to provide information and evidence to support humanitarian and recovery implementation.
  • Support the development and monitoring of systems for rapid implementation in varying geographies in Ukraine, including recently liberated Oblasts and Hromadas for a range of priority needs.
  • Monitor progress against objectives and determine necessary actions to course correct in collaboration with PFRU Early Recovery Team, including Recovery Advisers, Field Officers, partners and the PFRU RMEL Manager.
  • Manage the delivery of PFRU’s research tracks, including the management, oversight and quality assurance of data collection partners and analysts, ensuring alignment with the research workplan
  • Point of contact for core research partner on contract management, ensuring high quality delivery against contracted milestones
  • Provide technical advice and support to the research partners and facilitate partner coordination and collaboration
  • Engage with PFRU technical leads and financing partners on research design, direction, implementation and presentation of outputs
  • Support refinement of research plans and direction, including adaptation in response to context developments and policy needs
  • Draft, edit, review and format research outputs for submission to relevant audiences
  • Support Research, Monitoring, Evaluation and Learning (RMEL) team with developing internal and external evaluations
  • Support procurement of data collection partners, including drafting and reviewing scopes of work and invitations to tender
  • Perform data analysis, generate reports and findings, and create graphics to contribute to reporting requirements and project communications products
  • Participate in client and stakeholder meetings, as required
  • Perform other tasks as assigned by the RMEL Lead

Qualifications:

  • University degree in social sciences or related field required;
  • Proven knowledge of quantitative and qualitative research methods;
  • Minimum of two years of research and analytics experience required;
  • Experience supervising and managing team performance in a constructive manner;
  • Prior experience with international development projects is preferred;
  • Professional excellence and strong analytical skills;
  • Demonstrated analytical ability and understanding of local and regional political context, with the ability to think creatively in conceptualising research and MEL systems to capture key lessons learned from complex projects
  • Effective cross-cultural interpersonal skills and demonstrated ability to resolve assigned tasks professionally;
  • Ability to work under pressure and orientation on the result;
  • Attention to details, versatility, and integrity;
  • Strong and proven facilitation, writing, and presentation skills;
  • Ability to analyse and report on program performance from the perspective of donors and partners;
  • Advanced skills in SPSS and Microsoft Excel;
  • Willingness to learn the usage of modern tools on data analysis and visualisation;
  • Fluent level of spoken and written English required. Ukrainian or Russian language abilities preferred.
