Research Grant Manager, Global Women Institute

GW’s Global Women’s Institute is seeking a Research Grant Manager who will serve as finance lead for a seven-year research and evaluation project on violence against women and girls (VAWG). The position will be responsible for the financial management of a 7-year, $20m (estimated) commercial contract from the UK government, including quarterly forecasting and annual budgeting, managing multiple international subawards, monitoring spending against budget and for allowability, conducting competitive procurement processes, and working closely with the Programme Manager so that financial management works seamlessly with other project management efforts.

Duties and Responsibilities:

Work with GW’s Office of Sponsored Projects (OSP) to manage the establishment and maintenance of multiple simultaneous subawards (minimum of 5, probably more like 7-14) with a variety of types of organizations, from US-based universities to local organizations in conflict-affected countries across sub-Saharan Africa, Asia, and MENA.

Manage 7-year, $20m (estimated) budget, including quarterly forecasting and invoicing, annual detailed budget updates, deliverable valuation, and breakdown, foreign currency impacts, calculation and presentation of NPAC, etc. Monitor spending against forecast and budget, and for allowability per contract. Contribute to quarterly progress reports.

Draft TORs, conduct competitive vendor searches (if needed), and submit requisitions for goods and services contracts.

Work closely with Programme Manager (PM) so that financial management works seamlessly with other project management tasks. Attend regular project meetings, including internal (GW), consortia, and program (other component lead/consortia and/or FCDO) meetings, as needed.

Work with OSP and GW’s grants and contract accounting services office (GCAS) to address any issues that arise in relation to the project. Serve as point of contact for similar offices from all subawardee organizations.

Partners with GWI’s Assistant Director of Research Administration to ensure project finances are integrated into the broader financial management of the whole Institute.

Performs other work-related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Preferred Qualifications:

  • Master’s degree in finance, business administration or related field.
  • At least 5 years of experience in budget/grants management and administration.
  • Bachelor’s degree + additional years of experience may be substituted for advanced degree.
  • Extensive experience with project budgeting and forecasting, including multiyear, multi-million dollar international projects.
  • Experience with UK government awards/contracts.
  • Experience managing commercial contracts.
  • Experience managing foreign currency awards.
  • Experience managing subawards, including high risk subawards.
  • Proven ability to handle multiple competing tasks and deadlines.
  • Understanding of Value for Money, as it applies to UK-funded projects.
  • Ability to work both collaboratively and independently.
  • Ability to communicate clearly, both orally and in writing.
  • Demonstrable experience in building good working relationships with other departments, partner organizations, donors, and vendors.
