At the completion of the contracted days, the Consultant will have developed:

  • Inputs for the Global Humanitarian Policy Forum including additional related reports
  • Outcome and Follow-up Report of the 2022 Global Humanitarian Policy Forum
  • Inputs for the 2023-2026 OCHA Strategic Plan
  • Inputs for the OCHA Climate Change Report, including additional reports on climate change, new and emerging technologies in humanitarian action and follow-up reports for roundtables

The contract will be between 8 September 2022 until 31 March 2023, with possibility of an extension.

Duties and Responsibilities

In December 2022, OCHA Policy Branch will organize the Global Humanitarian Policy Forum. This will require the research and organizational support of a consultant with specialized knowledge of both the subject matter and the range of desired speakers and participants.

This Terms of Reference outline the work of a Consultant who will collaborate closely with the team in Policy Branch to support the Global Humanitarian Policy Forum, as well as other tasks, as required. The Consultant will contribute to research and drafting or reports, memos, notes, speeches and talking points, as well as the organization of policy events, including with regards to the Global Humanitarian Policy Forum:

Objectives and tasks:

In close consultation with the Policy team to determine exact requirements as the project progresses,
the consultant will be:

  • Conducting research and preparing reports, studies and background papers for the Global Humanitarian Policy Forum (GHFP) and related events;
  • Supporting the drafting of background documents and reports, such as the forthcoming OCHA climate Change Report and summaries
  • Supporting the development of the 2023-2026 OCHA Strategic Plan
  • Organizing the GHPF and related events;
  • Reaching out to Member States, agencies and partners to facilitate exchanges of expertise and views on specific humanitarian issues; and
  • Preparing statements, key messages, correspondence, presentations, summaries and other required materials for the GHPF and related events.

Qualifications/special skills

Academic Qualifications: A masters-level university degree in international law, international affairs, political
science or a related field.

Experience:

  • Minimum of 4 years work experience
  • Prior experience in desk research issues related to humanitarian action and climate change is required.
  • Prior experience working with OCHA is highly desirable, especially prior experience in the researching, drafting and publication of OCHA material and reports.
  • Prior experience in organizing events and workshops is highly desirable.
  • Understanding of a broad range of humanitarian issues is an advantage

Language: Fluency in English, written and oral, is required. Knowledge of another UN official language is desirable.
