Description

The USAID Meeting Targets and Maintaining Epidemic Control (EpiC) Project, implemented by FHI 360, is designed to break through remaining, persistent barriers to the 95-95-95 goals and promote self-reliant management of national HIV programs. In response to USAID Mission and country needs, EpiC will deliver efficient, affordable, results-based technical assistance and direct service delivery tailored to context and epidemiology that is effective in surging, scaling, and sustaining HIV services and systems for long-term epidemic control among key populations. In Thailand, EpiC supports numerous key population-led health service (KPLHS) organizations that focus on HIV cascade services to predominantly, men who have sex with men (MSM) and transgender (TG) women populations.

As part of a comprehensive health services, EpiC Thailand offers HIV, STI, and other health services testing and screenings and ongoing patient care at the KPLHS clinics. EpiC Thailand provides laboratory equipment for point-of-care (POC) testing services at the patient point of contact; GeneXpert POC system is available for comprehensive one-stop service at some sites of EpiC KPLHS clinics. Each of GeneXpert system requires regular planned maintenance and other services and maintenance for unplanned situations.

EpiC Thailand is seeking a service provider that can provide a 1-year the warranty and maintenance service for a total of 6 units of GeneXpert in Bangkok, Chiang Mai, and Chonburi provinces. The 1-year of warranty and maintenance service shall include services and maintenances related to maintenance of the GeneXpert system to resolve the system issues, but not be limited to:

  • Annual calibration with XpertCheck;
  • Replace of all parts;
  • Installation of parts;
  • Offsite technical calls; and
  • Onsite technical visits.

Required Deliverables and Outputs

EpiC Thailand is seeking 1-year warranty and maintenance services for 6 units of GeneXpert systems: 1 unit of GX-XVI-16, and 5 units of GX-IV-4. The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

Details of the GeneXpert system sites and warranty service coverage date requires for this service:

1. GX-XVI-16

  • GX system models: GX-XVI-16
  • Sites/Locations: IHRI, Pathumwan, Bangkok
  • 1-year warranty and maintenance service period: From Feb-24 to Feb-25
  • Warranty and maintenance service: The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

2. GX-IV-4

  • GX system models: GX-IV-4
  • Sites/Locations: SWING Silom, Silom, Bang Rak, Bangkok
  • 1-year warranty and maintenance service period: From Feb-24 to Feb-25
  • Warranty and maintenance service: The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

3. GX-IV-4

  • GX system models: GX-IV-4
  • Sites/Locations: MPLUS, Mueang, Chiang Mai
  • 1-year warranty and maintenance service period: From Feb-24 to Feb-25
  • Warranty and maintenance service: The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

4. GX-IV-4

  • GX system models: GX-IV-4
  • Sites/Locations: SWING, Banglamung, Pattaya, Chonburi
  • 1-year warranty and maintenance service period: From Feb-24 to Feb-25
  • Warranty and maintenance service: The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

5. GX-IV-4

  • GX system models: GX-IV-4
  • Sites/Locations: RSAT, Ramkhamhaeng, Bang Kapi, Bangkok
  • 1-year warranty and maintenance service period: From Jul-24 to Jul-25
  • Warranty and maintenance service: The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

6. GX-IV-4

  • GX system models: GX-IV-4
  • Sites/Locations: RSAT, Ramkhamhaeng, Bang Kapi, Bangkok
  • 1-year warranty and maintenance service period: From Jul-24 to Jul-25
  • Warranty and maintenance service: The 1-year warranty and maintenance services shall include services and maintenances related to the GeneXpert system, but not limited to: annual calibration with XpertCheck, replacement of all parts, installation of all parts, offsite technical calls, and onsite technical visits to resolve the system issues.

Payment

After receiving the Invoice, the payment will be paid via electric bank transfer system and the period of payment is subject to FHI 360 Finance Policy.

  1. The withholding tax will be applied to this one-time payment for each purchase order in accordance with Thai Revenue Code. Further, after the payment, the withholding tax certificate, in the form of the electronic file, will be issued and sent accordingly.

Vendor requirement

  1. The vendor/service provider must be legally registered as the legal entity and located in Thailand.
  2. The vendor/service provider must demonstrate the ability to conduct, maintain, install, and troubleshoot GeneXpert system/Cepheid product e.g. Cepheid Maintenance Certificate.
  3. The vendor/service provider must demonstrate the ability to obtain GeneXpert system part replacement.

Evaluation

The proposal/quotation will be evaluated on the basis of the following criteria and point ranges (maximum points (100):

  1. Ability to provide the warranty and maintenance services of GX system.
  2. Qualifications and experience of firm/past experiences.
  3. Qualifications and experience of staff to be assigned/ability to provide services on timely manner.
  4. Cost Factor/Payment condition.

Reserved Rights

All RFP/quotation responses become the property of FHI 360, who reserves the right in its sole discretion to:

  • Disqualify any offer based on offeror failure to follow solicitation instructions.
  • Reserve the right to award based on the initial evaluation of offers without discussion.
  • FHI 360 will not compensate vendors for preparation of their response to this RFP.
  • Issuance of this RFP/quotation is not a guarantee that FHI 360 will award a purchase order.

2. The company formal documents such as company certificate, VAT certificate, relevant certificates and other related documents must be submitted.
