Request for Quotation (RFQ) Early Warning and Response System (EWRS) Consultant

Service Specification:

GOAL USA seeks an experienced Regional Early Warning and Response System (EWRS) Consultant for MOMENTUM Integrated Health Resilience (MIHR), a global health project awarded to IMA World Health and its consortium, of which GOAL USA is a member.

• Contract Type (if selected for specific work): Consultancy contract
• Duration of each consultancy contract: Total 60 days
• Location: Primarily remote based, on occasion travel to some of GOAL countries
• Anticipated Geographic Areas of Focus: Africa

Key Responsibilities & Duties:

• In consultation with the MIHR Health Resilience Team, prepare and submit an Inception Report which details the methodology /approach to the assignment and a related work implementation plan
• In consultation with the MIHR Health Resilience Team, develop a comprehensive analysis framework based on the four components of EWRS and data collection tools
• Lead the review of existing EWRS (including EWARS and/surveillance mechanisms) in Mali, Niger, South Sudan and DRC
• Prepare a preliminary report on existing EWRS (including EWARS), identified gaps and recommendations on potential areas of improvement with a specific focus on FP/RH/MNCH at community and health facility levels.
• In consultation with the MIHR Health Resilience Team develop a multi-stakeholder workshop package (detailed content, materials, process of the workshop) to be rolled out at national level in the four countries.
• In consultation with the MIHR Health Resilience Team, Community Health Team and the Social Behavior Change team, to develop a community-based multi-hazard EWRS activity package inclusive of training/workshop manual (detailed content, materials and process) and follow up activities (checklists, simulation scenario etc.) for local level / community-based multi-hazard EWRS to be rolled out by MIHR country staff or local EWRS consultants – with a specific focus on community health and FP/RH/MNCH.
• Travel to South Sudan, Niger and DRC and co-facilitate multi-stakeholders EWRS workshops with the local EWRS consultants (in South Sudan) and the Resilience Advisor (in Niger) and continue collecting data on EWRS as necessary.
• Provide remote mentorship/accompaniment to the Mali Resilience Advisor and the Regional Resilience Advisor for the facilitation of the multi-stakeholder EWRS workshop in Mali.
• Provide remote accompaniment to each of the country-level Resilience Advisors and/or Resilience focal points in the four countries to roll out the local level multi-hazard EWRS activity package.
• In collaboration with the country level resilience advisors or resilience focal points, collect feedback and learning on the implementation of the local level workshops and develop short case studies as required.
• Prepare, submit for review the final report and including feedback on the following: 1) The consolidation of the EWRS assessments and recommendations for the four countries. 2) The description of the work undertaken, lessons learned and further recommendations 3) The country and community levels workshop plans and workshop reports in annex.
