REQUEST FOR QOUTATION FOR THE PROVISION OF CONSUTLANCY SERVICES [FURNITURE PRODUCTION LINE CONSULTANCY**]**

The Norwegian Refugee Council (NRC) is a non-profit organization registered with the Ministry of Interior of Jordan since 2008 and operational in Jordan since 2012. Since 2012, NRC has worked to build the resilience of Syrian refugees and Jordanian communities that host them. NRC supports vulnerable refugees and Jordanians in north and central Jordan and Azraq and Zaatari camps. In Jordan, NRC provides services in the following sectors: Shelter, Education, Youth, Basic Needs, Livelihoods and Information, Counselling, and Legal Assistance (ICLA).

Jordan is home to over 1.4m youth and 70% of the population is under 30 years old[1]. This ‘youth bulge’ creates challenges in provision of youth services and meeting socio-economic needs, but also presents a potential ‘youth dividend’ to support Jordan’s development. 75% of Syrian refugees in Jordan are below 35 years old[2]. Both Jordanian and Syrian youth are affected by economic and social challenges stemming from inequality in access to education, high levels of youth unemployment (39%)[3] and from a transition gap between education and employment. The two most important factors quoted by young people as affecting their wellbeing are access to education and livelihoods opportunities[4]. Syrian and Jordanian youth also place a strong emphasis on community service and civic participation and show interest and motivation to effect change[5]. However, overall youth participation in civil society in Jordan is low[6]. Despite these challenges, youth in Jordan demonstrate the potential to build and purse their aspirations and are eager to positively contribute to their communities.

Refugee youth in camps in Jordan have limited access to education and livelihoods opportunities and many have dropped out or missed years of education as a result of displacement. The NRC youth programme provides accredited learning opportunities within the camp community and supports youth to pursue multiple learning pathways including Livelihoods, Social Engagement and Further Education. We believe that refugee youth should have access to the full spectrum of education and should be supported to pursue their chosen path and future. One such learning pathway in the NRC youth programme provides Tailoring, Welding and Carpentry graduates with income generating opportunities. Young people enter our programme at level 1 where they complete a 3 month nationally-accredited technical tailoring and lifeskills training. They then proceed to level 2 to undertake an internship where they apply and refine their skills in a practical work environment. Upon successful completion of the internship, youth have the opportunity to work in the camp-based workshops where the products are produced for a specific request or order. By purchasing the products, it will provide opportunities for young Syrian men and women to gain a livelihood and be productive members of their communities. We guarantee quality and all income is used to cover costs directly associated with the production of items, including payment of youth. In turn, the main aim is to support youth education and development and helping secure a brighter future for young Syrians.

The aim of the consultancy is to develop the production lines of the youth programme , In terms of the facilitators standards development , Production process development , and end product development.

As for the facilitator standards, a development is needed regarding the base of the workshop facility, in the Tailoring and Furniture lines, which more focus is needed in unifying all workshops in both camps with the same minimum standards of each product.

As for the production process, a development is needed regarding the detailed process of production, from receiving the order to finalize and deliver the order, focusing on each one in the workshop responsibility and workflow.

As for the product development, it is mainly focusing on the product quality and finishing, that has to be parallel with the price list of each item in all workshops.

NRC – Jordan is looking to hire a consultant (National Individual Consultants) For the provision of Furniture Production Line Consultancy. The Consultant will develop the production lines of the youth programme , In terms of the facilitators standards development , Production process development , and end product development.
