Norwegian Refugee Council
NORCAP, part of the Norwegian Refugee Council (NRC), is a global provider of expertise that contributes to solving challenges in the humanitarian, development, and peacebuilding sectors. NORCAP’s goal is to enable our partners to protect lives, rights and livelihoods of affected populations and strengthen their resilience before, during and after crisis.
NORCAP has experienced a decade of healthy annual growth, expanding to new thematic areas and diversifying its donor and funding base. Our current size and operational complexity require that we enhance our risk management focus and processes.
Objective
We now seek external support to work with us on developing a risk management framework, with the objective of structuring how NORCAP should work with risk management and define an implementation plan. The consultant/s will also be required to guide institutionalisation of the framework and potential further development.
Expected Outcomes
· Assess NORCAP’s current and potential risk areas seen from a compliance, risk (covering different categories and types) and strategic point of view and suggest a risk appetite for NORCAP and the rationale for it that are to be presented for the management group
· Develop the risk management framework and a plan on how to operationalise it. This includes defining responsibilities for relevant roles according to the risk management processes for identifying, assessing, mitigating and monitoring the risks as well as reporting. A part of this work is also to assess to which extend NRC’s risk management model can be used by NORCAP and suggest suitable adjustments if needed.
· Defining how the periodic risk assessments are documented and stored in a way that it is easy to retrieve and analyse
