Request for Proposals from Human Resources Services Providers to assist the American Bar Association Rule of Law Initiative (ABA ROLI) with HR and Payroll Administration

Description:

ABA ROLI is seeking proposals from Human Resources Services Providers based in Thailand to manage ABA ROLI’s team working in Thailand by ensuring that their employment status is compliant with Thailand labor laws, including assisting in labor contracting, securing employment visa and work permit for non-Thai nationals, payroll calculation, benefits administration, and compulsory insurance. Proposals should demonstrate an awareness of and ability to navigate Thailand’s labor laws and regulations.

Proposals will be considered from qualified and experienced firms who are regularly established in the business of providing staffing solutions, and who in the judgement of ABA ROLI are financially responsible. Successful proposals will show evidence of reliability, capability, experience, and knowledgeable personnel to perform the requested services.

Scope of Work:

Services to be performed include, but are not limited to the following:

  • To sign and maintain the employment or services agreement directly with ABA ROLI’s Thailand based employees or consultants

  • To secure employment visa and work permit for non-Thai national employees or consultants

  • To manage payroll calculations and issue monthly payments

  • To assume responsibility for compulsory social and health insurance

  • To manage benefits administration

  • To record and monitor public holidays and accrued paid/sick leave

Response Format:

Responses should be concise and address the needs of ABA ROLI as stated in the RFP. Responding vendors should concisely but completely describe the scope of services they feel are appropriate to ABA ROLI’s needs. Please indicate the person who will be the primary point of contact with ABA ROLI for any follow up.

Three separate documents must be submitted, as follows:

  • A services proposal, presenting vendor’s services tailored to the needs of ABA ROLI,

  • A business proposal, clearly presenting vendor’s fees related to the performance outlined in the services proposal, and

  • A brochure, outlining the payroll process as well as a description of the technology platform or staff portal employees use to process timesheets

Criteria for Selection:

The following criteria will be used, in no particular order, in evaluating each proposal:

  • Overall cost to ABA ROLI – Pricing will be reviewed based on reasonableness for services being provided, competitive market rates, and fee structure.

  • Payroll Process – clearly defined process that ensures ABA ROLI’s employees will be paid accurately, consistently, and on time.

  • Technology Platform – an easy-to-use staff portal that allows ABA ROLI’s employees to securely access personal information when needed such as past pay slips and social insurance information.

  • Proposed Service approach

  • Responsiveness
