REQUEST FOR PROPOSALS-CONSULTANT TO SUPPORT CLM IN JAMAICA

SUMMARY

ITPC Global is seeking to contract professional services of a consultant to support the development of a national Community-Led Monitoring Strategy for Jamaica.

BACKGROUND

The sustainability of the HIV response in Jamaica depends on the establishment and strengthening of the core pillars of the response. Among these pillars, the national data system presents some of the most complex challenges to ensure that the HIV response operates with a comprehensive understanding of the epidemic, and can provide coordinated, cohesive, and efficient interventions to end AIDS by 2030.

These challenges relate to the HIV response’s highly fragmented governance architectures, which allows for core programmatic areas to be led by separate entities within the Ministry of Health and Wellness (MoHW).This level of fragmentation instills challenges to ensure that HIV-related data is accurate, accessible, and timely to inform prevention and treatment programmes.

To address the challenges related to data, and strengthen joint advocacy efforts, Jamaican civil society has made considerable progress on community-led monitoring (CLM). For example, the Jamaican Anti-Discrimination System led by the Jamaican Network of Seropositives (JN+), a trans-led assessment of economic survivability among the trans community, and numerous community-led stigma and discrimination monitoring efforts (including mystery shopping initiatives), display a potential for communities to actively contribute to closing the current data gaps in the response.

The new Global Fund grant for the 2022-2024 cycle for Jamaica, includes CLM efforts, with a particular focus on treatment. This is the case of the proposal to establish a Community Treatment Observatory in Jamaica, led by JN+. However, the success of CLM efforts in Jamaica is interlinked with the strengthening of the national data system

Activities

The Community-Led Monitoring Strategy developed, with the following specifications:

  1. The methodology for the development of the strategy must include consultation with relevant community-led and other civil society organizations working on HIV in Jamaica. This includes for the formulation and validation of strategic goals, expected outputs, outcomes, and targets.

The strategy must align with the HIV National Strategic Plan and with the global UNAIDS targets, available here: https://aidstargets2025.unaids.org/

The strategy must be responsive to:

-The CLM framework

-The Civil Society Forum’s Advocacy Plan

-The ITPC CLM assessment for Jamaica, and

The CLM needs and current capacities of relevant CLOs and CSOs

REQUIRED QUALIFICATIONS & SKILLS

  • Postgraduate degree (Masters) in Public Health, Sociology, Anthropology, Social Sciences, Political Science, International Relations, Social Work, Business Management, Public Policy, Public Administration or related discipline.
  • At least ten (10) years professional experience in providing leadership in HIV community support, advocacy, communications, accountability, and community-led responses.
  • Experience working and collaborating with stakeholders in HIV, including government, civil society, and communities of people living with and most affected by HIV at the national level.
  • Demonstrated ability of analytical and report drafting work
