Action Against Hunger is a global humanitarian organization that takes decisive action against the causes and effects of hunger. For more than 40 years, we have led the global movement to end hunger, for everyone, for good.
The Action Against Hunger, USA – Regional Office (HEARO), is looking to engage a reputable consulting firm with extensive expertise in providing an employer of record service in the regional and international market.
2. Objectives of Assignment
1.Outsource staff management
This will focus on employee contract administration, management of benefits that include medical and life insurances and pension management. In addition, the firm is expected to manage time and attendance and leave administration of the contracted employees.
2. Outsource payroll management
This will focus on processing of monthly payroll, remittance of statutory deductions and the provision of monthly reports that relate to financial and operational reports.
3. Scope of the assignment
Provide Employer of Record services in the countries where Action Against Hunger has presence in the region and internationally. The regional office supports the following countries Kenya, Tanzania, Uganda, South Sudan, Somalia, Haiti, Ethiopia and Uganda. Action Against Hunger USA is headquartered in New York, USA.
3. Expected Outcome and Deliverables
- Transitioning of contracted employees through an effective onboarding process.
- Provision of administration and operational support in contract administration and benefits management.
- Timely processing of payroll and remittance of statutory deductions.
- Where necessary provide support in getting work permits for our regional and international staff to be based in Nairobi.
4. Duration of the consultancy
The contracted firm will be engaged for a period of one year with the possibility of extension. The consulting firm is expected to begin by 1st April 2024.
5. Qualification & Experience
The successful bidder should meet the following minimum criteria:
- The documents submitted should include statutory documents (certificate of incorporation, tax compliance, professional certification, etc); a company profile including bios of key staff and proposed working team; areas of competencies; client list and references; technical and financial proposal.
- Minimum ten (10) years’ experience in the field of human resource management, with proven track record in the provision of Employer of Record services in the regional and international market.
- Provide evidence of at list five reputable international organizations that are currently being supported as an Employer of Record by the consulting firm.
- The consultants must all be certified members of IHRM, SHRM, HRCI or any relevant professional certification.
- Familiarity with labor market issues within the region and internationally.
- Ability to render consulting services in the most professional, effective, and efficient manner.

Service provider(s) should exercise care to present only realistic, attainable commitments in their proposal. Non-compliance with meeting any requirements must be specifically stated with reasons by the Service provider(s).
