Request for Proposal – PLRCAP – Mapping of Civil Society Organisations in the Northwest of Nigeria

You are invited to submit a proposal for 3iSolution with the requirements mentioned herein. The purpose of this request for proposal (RFP) is to identify suitable provider(s) to provide:

A comprehensive capacity mapping of local and national non-government organizations working in the Northwest of Nigeria.

3iSolution is an international non-governmental organization (INGO) that provides targeted InformationManagement (IM) support to partners responding to complex humanitarian and developmentchallenges. For more than 17 years, 3iSolution has promoted measurable change in people’s livesthrough the core philosophy that better data leads to better decisions, which ultimately lead to betteroutcomes. 3iSolution’s expertise in data collection, analysis and presentation has revolutionized the decision-making process for diverse, multi-sectoral partners who seek enhanced coordination andsustainable solutions through information management. 3iSolution is home to a robust and dynamic team of recognized experts in social science, software development, statistics, (GIS), performance monitoring and evaluation, technical assistance and capacity development.

Emergency responders, development practitioners, governments and funders often have to make serious and timely decisions under fast paced and chaotic circumstances. When facing complex development challenges, natural disasters and emergencies, it is critical to make sound choices rooted in real-time knowledge of who is doing what, where they are doing it, and what needs to be done. Access to this critical information positions actors to avoid costly or duplicative efforts and, ultimately, to effectively direct support to the people who need it the most.

We anticipate that the bidder whose proposal suggests the best solution for our research effort (as perthe requirements set forth in this RFP) will be selected by December, 2023. We will notify all bidders, whether they are rejected or unsuccessful although responsive.

1. INTRODUCTION

Background The “Nigeria INGO Forum” (NIF) is a civil society platform gathering international non-governmental organisations that are active in the humanitarian and/or development field in Nigeria. NIFfosters an inclusive and consistent space for INGOs to develop and employ collective strategies and approaches to enhance the overall effectiveness and efficiency of the humanitarian response in NE Nigeria, as well as humanitarian and development initiatives throughout Nigeria.

PLRCAP was launched by the NIF in November 2019, as a demand-driven institutional capacity strengthening program, targeting Nigerian NGOs working in humanitarian contexts of Nigeria.

PLRCAP through its NGO Support Hub helps Nigerian NGOs assess their organization development needs, build and roll out organizational development plans, through access to technical expertise and partnership.The Hub also includes a visibility platform, through which NGOs can profile their organisation’s activities, and foster partnership.

Although comprehensive mappings have been conducted on NGOs working in the Northeast, similar comprehensive mappings have yet to be conducted in the Northwest.

To expand the Hub’s database of organizations and better understand the capacity and financing challenges of organizations working in the Northwest, PLRCAP and NIF, with the support of ECHO are launching a mapping exercise of organizations working in the Northwest.

PLRCAP is looking for an expert partner/individual to develop and carry out this mapping exercise.

1. Project Goal:

The objective of this study is to map the organizations working in the Northwest states of Nigeria, includingprogram activities, access, capacity strengths and challenges to both populate the Hubs database and providerecommendations for future capacity strengthening programs.

1. Specific objectives include:
   1. Develop mapping and capacity assessment tools.
2. Carry out the comprehensive mapping, triangulating data as far as possible.
3. With interested NGOs, ensure their inclusion in the NGO Support Hub Database and on-boardinterested organisations on to the Hub.
4. With interested NGOs and network, provide recommendations for future capacity strengthening programs.
5. Scope of Services (Describe scope of services required)
6. Develop a comprehensive list of questions to develop a comprehensive mapping and understandingof the strengths challenges, weaknesses and threats facing community-based organization, local NGOs and National NGOs, and Faith based organizations working in the Northwest.

The Mapping should include at a minimum:

1. Organizational Basic Information
2. Indicators to assess the size of the organization
3. Detail of program activties and Localities
4. Partners and network/working group memberships
5. Funding sources and potential funding opportunities
6. Capacity Assessments strengths and weaknesses
7. Access challenges
8. Checklist of Policies and Systems
9. Roll out a mapping of civil society organisations working in the northwest (including CBOs, LocalNGOs, National NGOs, Faith-based organisations, Women led organisations, Youth-led organisations.
10. With willing organisations populate the key information in a public facing database and train organisations in keeping their profiles up to date.
11. Support interested organisations to use the Hub tools including curated library of resources, communities of practice and organizational assessment tools.
12. Develop recommendations for capacity strengthening initiatives to promote NGO strength and scale of activities, including as regards ensuring safe access for communities in need.
