Norwegian Red Cross

The Norwegian Red Cross (NorCross) in Syria aims to address the challenges of energy that has over the years curtailed WASH service delivery to vulnerable populations affected by the crisis through harnessing mini hydropower from existing piped water systems.

Therefore, NorCross is seeking the services of an experienced hydropower Consultant to assess the feasibility of this concept and to subsequently design a pilot project for implementation to provide alternative source of renewable energy to boost water production.

Specifically the consultant will:

Conduct Feasibility Study (Phase 1 – Field Based)

  • Assess the potential of installing mini hydroelectric power generation in selected governorates
  • Conduct feasibility (technical, economic, and legal) study for selected site, ensuring the viability of the proposed concept
  • Identify atleast two project sites for detailed design and piloting

Design Pilot Project (Phase 2 – Remote)

  • Design a pilot project (if feasible) and prepare a comprehensive technical specification as well as drawings
  • Prepare technical tender documents for, supplying and installing necessary equipment at selected sites
  • Procurement of service providers and suppliers of parts; and installation
  • Performance monitoring of the pumping stations powered by the mini hydropower stations
  • Recommend strategies with relevant stakeholders on power evacuation mechanisms and management
  • Develop an implementation model including O&M for the pilot project and scale up
  • (Online) Training SARC and Damascus water authority DAWSSA in the design and supervision of mini hydropower systems associated with piped water supply systems

The overall period for the consultancy is 50 working days and the assignment is expected to start on July 1, 2022, through September 30, 2022. The consultant is expected to propose a detailed workplan timeline within the given time frame for approval.

The individual/Consultant is expected to deliver:

  1. Inception report: details the consultant’s understanding of the assignment, clearly showing the link between tasks of the assignment and the proposed study methodology and realistic work plan, checking that what is planned is consistent with the TOR. This shall be submitted after 5 days of commencing the consultancy.
  2. Draft report: shall provide a good understanding of the contents of the evaluation and its findings. The draft report shall be submitted 4 weeks after commencement of the assignment in a prescribed format. The client shall review the draft report to ensure that the feasibility analysis and the recommendations on altleast 3- 4 project sites are consistent with the requirements of the ToR. Feedback to the report will be given after 5 days of submission.
  3. Final report: shall be submitted 10 days after receiving the comments from the client. The final report shall include an executive summary (1-2 pages); background of the intervention evaluated (1 – 2 pages); a description of the study methods and limitations (6 pages); key findings including best practices and lessons learned (4-5 pages); conclusions and recommendations (4-5 pages). Moreover, appropriate appendixes shall include TOR; data collection instruments/tools; code of conduct signed by the consultant; documents reviewed and full citations for any cited resources.

The Consultant shall have the following key qualification:

  • Master’s degree in Environmental and Climate Change Studies, Clean Energy, hydropower, Engineering, or a related field from an accredited academic institution
  • A minimum of 7 years of demonstrated experience in planning and implementing of small-scale hydropower systems
  • Demonstrated experience in conducting needs assessments and research, particularly focused on issues related to renewable energy,
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.
  • Ability to prioritize and work independently
  • Proven track record of conducting qualitative and quantitative research including the development of required tools
  • Previous working Experience in Syria or MENA region or in protracted and/or conflict contexts with security constraints and limited access

The proposal shall be submitted with the following attachments:

    • Annex 3 The Pricing Annex and notes – signed and stamped
  1. The financial proposal must be signed/stamped clearly indicating the name of the person authorized to sign.
  2. The technical and financial proposals should be submitted to the email [email protected]
  3. No other Norwegian red cross email shall be in Cc or Bcc.
  4. Failure to follow instructions may lead to disqualification.
