Norwegian Church Aid invites qualified candidates to submit a proposal for integrating incontinence in humanitarian programming.

The main objectives of this consultancy are:

  • Map how humanitarian actors/sector are currently addressing people with incontinence in their responses

  • Map to what extent NCA is currently addressing incontinence in its programmes through a desk review and some new data gathering.

  • Provide guidance on how NCA can integrate incontinence into its humanitarian programmes, with a particular focus on WASH, but also considering GBV and ASRH (recommendation, tools, guidelines).

Timeframe alterations in RFP – 45 days distributed June -August. Submissions can include an alternative timeframe that accommodates the work involved and their current commitments

Methodology:

  • a desk review of existing resources for addressing incontinence in humanitarian action;

  • a desk review of existing NCA programmatic tools, including those for monitoring and evaluation, viewed through an “incontinence lens”;

  • collection and analysis of new data on incontinence in NCA programming. Data could relate to NCA staff and systems, partners, local and national authorities or communities. A CRWASH focal point will be established to facilitate this work at country or operational level. Some level of engagement with ASRH and GBV colleagues will be necessary to gain a better understand NCA programming and to identify linkages.

  • recommendations for addressing or integrating incontinence in NCA’s humanitarian programming, including any existing or new tools or guidance for planning and assessment, program implementation, monitoring and evaluation.

Expected Deliverables:

  • Inception Report, including the proposed detailed methodology (description of survey or key informant interviewees, tools, sampling, synthesis and analysis methodologies, etc.) and timeline. The report will provide enough details for NCA to assess the soundness of the proposed methodology and overall approach. The inception report will be approved by NCA before further work is undertaken.

  • Draft Report of the consultancy findings, for distribution and feedback from key stakeholders;

  • Final Report of the findings for NCA approval and publication; and

  • Presentation(s) of the findings of the consultancy for internal and external sharing.

Required qualifications of the consultant:

  • Experience in leading or undertaking evaluations or reviews of inclusion generally and of incontinence specifically, in WASH or other similar programming.

  • Experience in planning, implementation, monitoring and evaluation of WASH programs and projects in humanitarian contexts.

  • Experience working with or alongside GBV and/or ASRH programmes is an asset.

  • Experience working in multicultural country offices

  • Experience in using difference digital communication platforms to conduct meetings and share information and ideas with the focal point in country.

  • Demonstrated written and spoken fluency in English. Language skills in French is desirable.
