REQUEST FOR PROPOSAL #HQ-22-11-002– THIRD-PARTY EVALUATION OF HUMANITARIAN ASSISTANCE PROGRAMMING IN VENEZUELA

Scope of Work for Third-Party Evaluation of Humanitarian Assistance Programming in Venezuela

Project HOPE will engage a third-party contractor to undertake an external project performance evaluation for the purpose of assessing progress to date and areas for improvement to maximize achievement of the program results. The evaluation forms a component of the project’s overall M&E Plan and will utilize baseline evaluation data as one of the evaluation sources of information. The evaluation is planned for the beginning of the second year of the grant period, to allow for adequate capture of performance information at the time of the evaluation as well as to allow sufficient time to incorporate any recommendations resulting from the evaluation in the remaining period of the project.

Scope of Work

Organizational Introduction & Background

Project HOPE is a US-based international non-profit organization with over 60 years of experience implementing emergency response and development-oriented health programs around the world. In Venezuela, Project HOPE is supporting the delivery of health services across nine states, with complementary activities in the WASH and Protection sectors. Through this provision of support, health professionals are empowered to address the greatest public health challenges and implement solutions that improve the quality of life and save lives in vulnerable communities in different regions of Venezuela.

Project Background

The program was first launched in 2019 and just entered its fourth year of implementation. In Venezuela, the program currently provides support to targeted health facilities across nine states with the aim of increasing access to and improving the quality of primary health services in addition to a community health component in health facility catchment areas. Health activities are complemented by activities in water, sanitation and hygiene (WASH) and protection at the health facility and community levels.

The Theory of Change for the Project is as follows: IF all targeted health facilities have the capacity to provide quality basic primary health care including medicines and community health education and IF all targeted health facilities and communities have the necessary WASH infrastructure and items to meet water supply, hygiene and sanitation standards and mitigate disease transmission THEN health outcomes among the beneficiary population, including vulnerable cohorts, and those living in the health center catchment area will improve.

Evaluation Purpose

The purpose of the evaluation will be to assess progress made to date and identify areas for improvement towards maximizing achievement of the planned results and future programming.

Evaluation Scope:

Provide information, extract lessons, and suggest recommendations based on the past work to inform future activities and efforts carried out by Project HOPE and supported by donor related to strategic development, network development and cohesion, and product quality and improvement during the program period to date. The evaluation should clearly address these purposes and include a full analysis of best practices, challenges, missteps, and suggestions for improvement.

Location

The Evaluation Team will conduct interviews and site-visits local implementers in Caracas as well as selected health facilities across the nine (9) states targeted by the project: Distrito Capital, Miranda, Lara, La Guaira, Táchira, Anzoátegui, Nueva Esparta, Bolivar and Apure.

Timeline

The Evaluation Team will begin the evaluation six months into Year 2 of the project. The estimated start date would be February 2023.

Information Sources

The Evaluation Team shall familiarize itself with the project documentation. Project HOPE will ensure that all relevant documents are available to the Team prior to the fieldwork. The documents will include, but are not limited to:

    – Semi-Annual Reports and Sitreps
    – Monitoring and Evaluation Plan
    – Monitoring and Evaluation Manual
    – Monitoring and Evaluation Indicator Tracking Sheets
    – Baseline Data
    – Training Manuals
    – Other documents, as required

Methodology

The team conducting this project performance evaluation shall review all the relevant documents pertaining to the project. In Venezuela, the team will also meet and interview members from implementing partners and other stakeholders as relevant and permissible, given operational sensitivities.

The Evaluation Team can propose their own methodology with consideration of operational sensitivities but is expected to be implemented through document review, key informant interviews and site visits as appropriate. Evaluation methods should use sex-disaggregated data and incorporate attention to gender relations in all relevant areas.

Questions

This comprehensive evaluation should address the following topics and may be guided by the following example questions (to be refined with the selected evaluator):

• How has the project adhered to and evolved in its mission, purpose, and activities (as detailed above) during the programming period?
• What strengths has the project exhibited and what key challenges impacted the project activities, structure, and mission over the period of implementation?
• Has the project been able to complete the planned activities within the planned timeframes?
• Did the services and inputs provided at the health facility level reach expected numbers of people in the catchment populations?
• Is the program being implemented as planned?
• Are the intervention approaches still valid at this program period point?
• How well have the program activities been coordinated and efficiencies established?
• Has the operating platform and programmatic approach proven to be effective?
• Are the planned results achievable in the current operational environment?
• To what extent is the program monitoring system meeting reporting requirements?

Deliverables

The Evaluation Team shall provide the following:

1. A work plan including data collection methodology and tools.
2. A draft evaluation report within 30 days following field visit.
3. A final evaluation report within 60 days following field visit.

The evaluation report should clearly address the outlined questions and include a full analysis of best practices, challenges, missteps, and suggestions for improvement.

Dissemination

Final findings and lessons from the evaluation will be shared with the stakeholders and partners to inform strategic planning and implementation moving forward.

Please submit a brief proposal and budget to include: organization capacity and expertise; overview of proposed methodology; work plan; staffing plan; confirmation of ability to travel to and/or work in Venezuela.
