Madrasa Early Childhood Programme (MECP) is an affiliate of the Aga Khan Foundation. Established first in Kenya in the 1980’s, MECP today operates as a regional organization in the three East Africa countries to include Uganda and Zanzibar. Originally founded to support underprivileged communities to establish and manage high quality preschools, the MECPs have evolved over time to offering professional development and training courses to new and practicing preschool teachers and provides technical support to preschools, civil society, government, and private organisations.

The MECPs have four government registered and recognized Teacher Training Institutes (TTIs), and a government accredited two-year teacher preparation programme. However due to evolving policy contexts and changes around teacher education in all the three countries, the MECPs need to adapt the TTIs, and course offerings based on the emerging challenges and new opportunities in the ECD space.

Scope of Work

AKF is seeking a partner consultant or organisation to review, upgrade and repackage the MECP Curriculum to create a suite of government recognised and accredited teacher professional development courses that will be offered during different approaches including face to face, distance learning and on line modules.

The goal is to set the pace in leadership in ECD training and practice by developing a suite of ECD Teacher Continuous Professional Development (TCPDs) programmes for a variety of stakeholders ranging from pre-primary teachers, ECD Officers and lower grades teachers

The Curriculum review process will include but not limited to the following.

  • Conducting a rapid stakeholder assessment on the needs and demands oof ECD and pre-primary educators regarding their initial and ongoing professional development.
  • Alignment to government Teacher Educations policies and requirements across the 3 EA countries,
  • Integration local and global research and best practices
  • Respond to local needs and market demands as highlighted in the rapid assessment and based on prior consultations done by MECP across the region
  • Diversify course offerings and delivery modalities to ensure wiser reach and impact

Deliverables

  • Conduct Rapid Assessment to determine needs of Pre-primary educators
  • Review and upgrade curriculum in line with national requirements across 3 countries
  • Review and upgrade existing Curriculum and support materials with latest ECD research and global best practices
  • Review, upgrade and package existing MECP certificate programme into topical/thematic independent modular programmes, which at the same time, when combined meet requirements and standards for a government recognised diploma programme and qualification for interested parties.
  • Develop and prepare selected modules for distance learning and online delivery approaches

Qualifications Required

The consultant or organisation is required to demonstrate evidence and experience of:

  • Implementation of a safeguarding policy and procedures to ensure safety of interviewees and others working with and outside MECP
  • Knowledge and awareness of the EA Education and ECD context and policy environment and guidelines
  • Experience working with diverse stakeholders including government.
  • Knowledge and experience on Pre-primary curriculum review.
  • Experience in digitizing modules into online and distance learning approach modalities.

Criteria for selection

All submissions will be assessed on the following criteria:

  • Technical proposal 40%
  • Technical experience 30%
  • Value for Money 30%

  • Proposed budget. The budget should include withholding tax (5% for Kenyans, 15% for East Africans and 20% for non-Kenyans) and any other applicable Government Taxes. All travel budget across EA (if any) to undertake curriculum review task i.e to Uganda and Zanzibar
