Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 6.5 million people since February 24th, and this is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under the overall guidance of the Chief of Mission (CoM) and direct supervision of the Programme Manager (Information Management & M&E Learning (IM & MEL )) and in close coordination with the Information Management (IM) and Geographic Information Systems (GIS) (DTM) Officer, the Reporting Officer is responsible for analyzing and contributing to the development of information products from Displacement Tracking Matrix (DTM) and other data-related activities.

Core Functions / Responsibilities:

  1. Analyse DTM and other data and provide feedback regarding any inconsistencies.

  2. Draft and coordinate regular reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.

  3. Closely coordinate with the Global DTM Analytical, Knowledge and Output (AKO) unit to facilitate alignment of all outputs with global DTM Standards.

  4. Analyze collected data and information and map the identified conditions and needs in areas affected by displacements.

  5. Organize appropriate trainings for the data collection team on issues related to DTM, including definitions, numbers, trends, impact on receiving populations, human rights concerns, and basic humanitarian needs.

  6. Provide technical support for programme implementation and reporting. Track progress and check that deadlines are met.

  7. Research, analyse, draft and format internal and external programme reports and documents. Proof-read documents, attend meetings, take meeting minutes, and provide administrative support as requested by the supervisor.

  8. Conduct research to support survey design, assessment preparation, and report development.

  9. Liaise with relevant authorities, United Nations (UN) agencies, Non-Governmental Organisations (NGOs), think tanks, government authorities, and other stakeholders on DTM and reporting matters, and participate in relevant meetings.

  10. Support the dissemination and adaption as necessary of information management tools that meet partners’ and other humanitarian actors’ needs.

  11. Support the role and functions of the data and DTM programme within cluster activities.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working in international organizations and the humanitarian community;

• Experience with data visualization would be a distinct advantage;

• Experience with large scale data collection efforts in development or humanitarian contexts would be a distinct advantage;

• Experience in the development and implementation of population databases a distinct advantage;

• Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.

Skills

• Statistical analysis (STATA, SPSS, etc).

• Experience working in graphic softwares (e.g. Microsoft Powerpoint, Adobe Illustrator, Adobe

InDesign).

• Data collection, research, and report writing.

• High level of attention to detail .

• Writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets.

• Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Ukrainian or Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
