Context:

IOM has been present in Myanmar since 2005 and is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees, internally displaced people (IDP), victims of trafficking, stranded migrants, and other vulnerable migrants.

As a result of the multifaceted crises faced in Myanmar in 2021, emergency and humanitarian needs have been increasing across the country. There has been an identified need for better data on population mobility, displacement and multisectoral needs to support the humanitarian response. As such, IOM aims to support this effort through its Population Mobility and Needs Tracking (PMNT) programme.

Under the overall supervision of the Chief of Mission, and under the direct supervision of the Senior Programme Coordinator, the Reporting and Research Officer will be responsible for supporting the PMNT programme in reporting and research related tasks.

Core Functions / Responsibilities:

  1. In close coordination with the global and regional Displacement Tracking Matrix (DTM) teams and the Regional Data Hub (RDH) and Emergency and Post-Crisis (EPC) units of IOM’s Regional Office for Asia and the Pacific (ROAP), produce regular and ad hoc reports and related outputs for data collected by PMNT to be submitted to donors, response partners, counterparts, and HQs.
  2. Contribute to regular reporting on and dissemination of information gathered through the PMNT in a timely and quality manner.
  3. Support the collection and sharing of humanitarian knowledge; thoroughly report on data and information received from the field and generate relevant documents offering a comprehensive picture of migration flows, related needs, and their impacts on humanitarian and development conditions and related regional and global policies.
  4. Conduct research, analysis and support the preparation of regular project narratives, concept notes, proposals, and interim and final project reports, according to IOM and donor formats, as required.
  5. Provide technical support and guidance in developing and implementing projects, strategies and activities with research and knowledge components.
  6. Contribute to the development of data collection and methodological frameworks for quantitative and qualitative research to support and help enhance IOM’s PMNT Mobility and Needs Assessments, Flow Monitoring, and thematic household surveys, including analysis and visualization of incoming data and information.
  7. With a focus on research and knowledge outputs, assist in the identification of new project opportunities, consistent with expressed Government and member states’ needs and IOM’s mandate and strategy in Myanmar, as well as assist in the development of project proposals.
  8. Support capacity-building efforts to help strengthen existing reporting and research mechanisms and improve Monitoring & Evaluation within the PMNT team.
  9. Liaise with IOM’s field colleagues, donor counterparts and partners on relevant reporting and research issues, opportunities, tools and initiatives.
  10. Undertake duty travel, as required, to participate in field operations and/or support staff training on reporting and research processes.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Social Science, International Development, Information Management, Statistics, or a related field from an accredited academic institution with two years of relevant professional experience.
  • University degree on the above subject with four years of relevant experience.

Experience

  • Experience in field data collection and assessment operations;
  • Experience in research, particularly quantitative and qualitative methods; and,
  • Experience producing publications, reports, data visualizations, visibility materials, and other similar documents.

Skills

  • Excellent composition, drafting and editing skills;
  • Extensive experience with Microsoft Office 365 applications, including spreadsheets and wordprocessing required;
  • Experience working with graphic design software, including Adobe Creative Cloud, InDesign, Illustrator and PhotoShop is a distinct advantage;
  • Experience working with statistical software (e.g. Statistical Package for the Social Science(SPSS), STATA, or R), SQL databases, GIS software (e.g. ArcGIS and QGIS), and data visualization software (e.g. PowerBI) is a distinct advantage;
  • Good knowledge of relevant migration-related issues, such as labour migration, displacement, humanitarian assistance, and development; and,
  • Good organizational skills and analytical and creative thinking.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Burmese or other national languages of Myanmar is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

The successful candidate will initially be assigned to Bangkok, Thailand pending completion of visa formalities. Upon granting of the visa, the incumbent will transfer to Yangon, Myanmar.
