Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
A 6.8 magnitude earthquake hit Morocco on September 8, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and providing dignified burial management. Through this appeal, the IFRC is supporting MRCS to meet the immediate and early recovery needs of 500,000 affected people. Priorities include providing food and safe water, essential household items, shelter support, health and mental health services, and cash assistance.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Job Purpose

The Relief Coordinator will support the host National Society for relief assessments, targeted beneficiary selection, beneficiary registration and to assist in planning and the set-up for Food and Non Food Items (NFI) distributions (Migration kits) and Cash and Voucher Assistance (CVA) as required as well as produce relief distribution statistics and reports.

Job Duties and Responsibilities

• Lead and design Relief Plan of Action and inputs to the Country Plan. Operational Strategy (OS) and Emergency Appeal (EA).
• Contribute to the response option analysis; selection of the modalities and delivery mechanisms, informing on their feasibility, rating their advantages and disadvantages.
• Document and justify the process and decisions made and communicate/present to key stakeholders.
• Produce a detailed justification of a relief proposal with various concerns identified and addressed.
• Represent the IFRC within internal and external coordination forums.
• Lead the Relief assessment process, with the ability to prepare and plan for an assessment and design questionnaire.
• Contribute to the multisectoral assessment & planning effort and inform response options analysis.
• Undertake analysis across the range of potential vulnerabilities and apply findings to programme design.
• Adapt vulnerability criteria based on errors of inclusion/exclusion.
• Decide, document, justify and communicate targeting criteria(s) and strategy, in coordination with others.
• Design beneficiary communication and accountability tools relevant to relief response, including flyers, Frequent Ask Questions (FAQs), etc.

• In close coordination with the CEA focal point; design feedback and response mechanism, including methods ensuring segregation of duties.
• Manage and problem-solve regarding issues arising.
• Plan activities, resources, timeframe and length of relief distributions.
• Manage distribution and delivery phases, design and monitor the distribution plan.
• Oversee operational coordination of distributions, with all internal and external stakeholders.
• Develop relief programming logical framework, with indicators and means of verification.
• Design monitoring activities, systems and tools related to the relief cycle activities.
• Analyse post relief distribution monitoring data and make decisions and recommendations.
• Design information management systems related to Relief cycle activities.
• Integrate data analysis in response analysis, project design, review, or evaluation.
• Adapt reporting templates and systems to local contexts.
• Report on the Relief activities to the EPA and BA Formulate recommendations and apply them.
• Support lessons learned with fact sheets and case studies.

Education

  • University degree in relevant area. – Required
  • Basic Delegates Training Course or IMPACT. FACT, ERU, RDRT training. – Required

Experience

  • At least 5 years of disaster management experience, including managing staff. –Required
  • Field experience in coordinating and managing disaster and crisis management projects and activities. –Required
  • Work experience with RC/RC. –Required
  • Good knowledge and relevant work experience in the regional context –Preferred
