Post: Reintegration Consultant

Location: Iraq

Duration: Duration: March-April

Total days: 40 days

Starting date: As soon as possible – End of Feb / beginning of March

Purpose: The purpose of this assignment are to:

1) Support War Child UK in setting up and planning their upcoming reintegration project in the Anbar Governorate region (30%)

2) Lead on a strategic exercise to understand and develop War Child UK’s engagement of reintegration programming in Iraq (70%).

Background:

War Child UK aims to be a thought leader in reintegration and has developed an innovative reintegration model – the community based, reintegration and security model (CBRS) through piloting reintegration programming in Central African and Democratic Republic. War Child now wants to expand this model and apply our learning to our Iraq country programme. It is acknowledged that whilst some of the approaches and learning could be applied directly, Iraq presents a significantly different context and therefore War Child requires a full scoping exercise to explore if, and how the CBRS model can best be applied, what gaps in reintegration programming exist in Iraq and what the safety and security implications are for communities and the organisation to deliver reintegration programming.

With regards to the context in Iraq, needs assessment show that targeted areas within the governorates of Anbar, Diyala, Kirkuk, Ninewa, and Salah al Din have witnessed ISIS occupation as well as coalition forces’ intervention and are now dealing with the remnants of conflict, namely a fractured social fabric, disengaged youth, lack of services and infrastructure, among other factors. Moreover, these areas are now witnessing the return of internally displaced persons (IDPs), with a high percentage of Children Associated with Armed Forces and Groups (CAFAAG), and fault lines between returnees and communities are emerging.

CAFAAG and communities in areas of origin are in great need of social cohesion activities and better access to socio-economic reintegration opportunities, to reduce resource-related pressures on both returnees and original communities. The combination of unmet needs, mutual distrust, and fear with heightened tensions between communities serves as push factor for violence and youth marginalisation

and exclusion from society. Social cohesion programming will play a pivotal role in normalising intergenerational and intercommunal relations across different ethno-religious groups, ultimately providing a sense of community cohesion, security, and economic growth.

War Child in Iraq

War Child has been working in Iraq since 2004, in the sectors of child protection, education, and livelihoods and has been implementing programmes in Ninewa since 2017 and Anbar since 2018. Specifically, War Child delivers psycho-social services through the DEALS methodology in safe spaces, implements case management services to respond to ndividual child protection cases and works closely with communities to facilitate community groups to identify and respond to child protection risks in their communities. Recently, War Child has expanded its education programming to include innovative and evidence based Early Childhood Development programmes. War Child is on the strategic advisory group for the Child Protection Sub Cluster and Education cluster and is a member of both the Mosul and Eastern Anbar Area Based Coordination groups.

Overall objectives of the consultancy:

The consultancy is part of a broader strategic objective of War Child UK in responding to the reintegration needs in certain areas of Iraq. This consultancy is thus part of a longer vision of being a leading agency in reintegration services in the region.

The consultancy has two objectives:

  1. To support alongside the Global CP and GBV Technical Advisor and the Iraq programme team in establishing War Child’s first reintegration programme.
  2. To conduct a broader assessment of reintegration needs in Iraq (including a cross border perspective), and how War Child UK can respond to these needs including where War Child can best respond to gaps in service delivery and the associated risks with this programming.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Proposed Timeline and Deliverables for Consultancy:

Both parts are likely to run co-currently:

Part 1 (30%)

  • Week One-Eight: Conduct orientation meetings / workshops with key War Child UK staff in Iraq and HQ and begin inception phase of the initial reintegration project.

Part 2 (70%)

  • Week Two-Six: Prepare and conduct scoping missing for further reintegration work in Iraq

  • Week Seven: Draft report and recommendations submitted to Global CP and GBV Advisor

  • Week Eight: Presentation of report and findings to Country Director and members of War Child UK HQ and finalizing report and recommendations

  • All deliverables must be completed by end of May 2023.

  • Considerations for Scoping Mission in Iraq:

  • Spend eight weeks in Iraq to implement a project set up and scoping mission that will consist of many meetings to be organized directly by the consultant in order to acquire the information required to complete the objectives of the consultancy

  • Conduct comprehensive stakeholder mapping of currently operating INGOs, UN agencies, INGO Coordinators, Sector Coordinators, donors and other key stakeholders

  • Identify entry-points for War Child UK’s focus future program development initiatives, considering sector, locations, and key gaps that War Child UK could attempt to fill

  • Outline clearly the risks involved in undertaking reintegration work in Iraq, that can be presented to WCUK’s senior leadership team to determine a risk threshold and organisational buy-in to proceed with our reintegration work in Iraq.

  • Identify organizations that War Child UK could foster relationships with to later develop partnerships and/or form or join consortia as relevant

  • Ensure to highlight any key considerations gleaned from scoping mission that WCUK should take into account when planning future

  • Terms and Conditions The consultant will use her/his own office/resources/materials and computer in the execution of this assignment.

    Supervision and Reporting: The consultant will be responsible to keep War Child abreast of progress through weekly updates. S/he will be supervised by War Child Head of Programme Quality.

    Consultant Specifications:

  • Master’s Degree in Human Rights, IHL or related discipline

  • At least 5 years of progressively responsible professional experience in the humanitarian sector, preferably working with refugees or internally displaced populations; at least 3 of which must be in the field of child protection/protection preferably in complex emergencies.

  • Previous experience in an emergency or conflict-afflicted setting is required.

  • A specialist on CAAFAG reintegration, children’s rights, and development with extensive experience implementing reintegration programming in Iraq.

  • Demonstrated capacity and experience in developing assessment tools (e.g. questionnaires, focus group discussions) and in conducting field-level data collection

  • Strong analytical skills and ability to distill data into important, relevant insights and learnings to improve program quality and inform future programming priorities

  • Strong writing skills and experience in writing donor reports and proposals

  • Advanced knowledge of MS Word, Excel, PowerPoint and email/internet software

  • English and Arabic is required,

  • Note: All Consultants will be required to abide by War Child UK’s organizational policies, namely the PSEAH policy, Child Safeguarding Policy and the Code of Conduct. The successful candidate will be required to sign a statement of commitment to this and other organisational policies prior to commencing their consultancy.

  • The selected candidate will be contracted for the consultancy and will commence work shortly after selection and successful references.
