OVERALL PURPOSE:

The registered nurse will provide primary/secondary health care as part of a mobile or fixed medical team for affected populations within clinical scope of practice under the license approved by the local Ministry of Health following internationally accepted guidelines.

ROLES & RESPONSIBILITIES:

Expectations for this short-term contract are outlined broadly in this description. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field. Activities enumerated below are to be undertaken in Moldova and/or Ukraine, with an ideal start date of June 30, 2022.

The successful candidate will serve in the role of Registered Nurse for a duration of up to 90 days (with expected hours per week of 40 hours or more). The candidate must be flexible, able to manage time; and, be prepared to tackle undertake other tasks commensurate with role, and level of experience, on short notice.

DUTY STATION:

The work location for the position will be in Moldova and/or Ukraine. Any internal/domestic travel within countries of assignment required by Medical Teams to complete activities as a part of the position will be paid for by Medical Teams.

DURATION and CONTRACT:

Minimum deployment period is 8 weeks, but applicants with a longer availability (e.g., 12 weeks) would be welcome. Medical Teams does not provide overtime or compensatory time for short-term contracts. The contract will be a consultant contract with a minimum daily rate of $175. MTI will cover visa, travel, per diem, and accommodation expenses related to deployment to job destination. The Nurse is expected to cover expenses for medical and malpractice insurance and travel vaccines.

EXPECTATION:

The goal of the Nurse is to provide clinical care (assessment and implementation of treatment plan) for affected populations according to internationally accepted standards and local Ministry of Health guidelines. Settings may include triage and health screening, outpatient health clinic, within hospital setting or mobile medical team.

JOB DUTIES:

Tasks likely to be undertaken:

  • Provide direct clinical care (including triage, health screening, outpatient services within scope of practice).
  • Ensure documentation as required by local health system.
  • Support health care products management including pharmaceuticals and supplies (stock monitoring, disbursement, warehousing, reconciliation).
  • Participate in follow up of patients and ensure referral for patients requiring emergent or elective referral.
  • Utilize and suggest improvements on standardized data collection tools, input data into data collection system; and train staff on accurate data collection.
  • Collect and assist in analysis of clinical services data to support Medical Teams to adjust project objectives and implementation processes.
  • Work with Medical Coordinator and Team Lead to implement standardized internal reporting
  • Collaborate with recognized health authorities, health agencies, and other stakeholders as requested by the Medical Coordinator or Team Lead to utilize standardized reporting practices and information sharing.
  • Monitor for potential epidemic diseases and alert the Medical Coordinator and Team Lead for any suspected cases.
  • Ensure adherence of clinical staff to appropriate infection, prevention, and control.
  • Provide psychosocial support to Ukrainian IDPS, refugees, or volunteers providing services at transit sites.
  • Observe environment and surroundings to provide protection for vulnerable people against possible threats such as human trafficking.
  • Anticipate changing needs and emergencies.
  • Other duties as assigned. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

REQUIRED QUALIFICATIONS:

  • Clinical nursing degree
  • Minimum of 2 years of post-graduate experience (adult and pediatric nursing experience in ED, outpatient, or Med-surg settings preferred)
  • Current clinical license
  • Ability to exercise sound judgment and make decisions independently
  • Ability to represent the organization in a professional manner to beneficiaries, donors, staff, and the public
  • Ability to work collaboratively with others
  • Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues
  • Extremely flexible with ability to cope with both busy, high stress situations as well as times with low volume and low acuity
  • Creativity and the ability to work with limited resources
  • Resourceful to identify non-clinical needs during downtime
  • Ability to cope well with in frustrating situations
  • Understanding of humanitarian principles and standards of operating in humanitarian assistance contexts
  • Valid Passport
  • Ability to support and follow code of conduct, program accountability, and safeguarding standards.
  • Excellent Written and Verbal Communication in English

Preferred, but not required.

  • Masters in Public Health
  • Global experience in primary health care, communicable diseases, maternal and child health, reproductive health and/or HIV/AIDS
  • Previous NGO experience
  • Previous training in hostile environments and insecure locations
  • Ukrainian, Russian or Romanian language ability
