TITLE: Regional Supply Chain Specialist

LOCATION: Amman, Jordan (with 20% of time travelling to Country Offices)

GRADE: National Grade (4)

CONTRACT LENGTH: 12 months with possibility of extension

CHILD SAFEGUARDING: Level 3:the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Supply Chain Specialist will be supporting the Regional Head of Supply Chain in implementing the Supply Chain Strategy at Regional Office Level. The position holder will be expected to Review, analyse and suggest new ways of improving Country Office procurement management and practises to increase the impact of SCI’s programmes through effective and optimised sourcing and contracting models, which can deliver on needs in varying contexts across multiple field offices.

Reports to: Regional Head of Supply Chain

Staff directly reporting to this post: Supply Chain Assistant and Procurement intern.

KEY AREAS OF ACCOUNTABILITY:

Realise the delivery of an optimised supply chain through:

*Support the Regional HoSC a Regional Sourcing Strategy and Assure that RO Improvement Plans are implemented i.e. identification key potential markets, preferred list of suppliers, mapping of import and export regulation for each Country officer, liaise with IPU for in regards to Regional Sourcing strategy related to RO needs.

*Provide technical support and guidance to the Regional Office on the development of aggregate procurement plans, including demand analyses, market assessments, and planning RO contracts.

*Review monthly Procurement Trackers from the Regional office, share the key findings/feedback with Regional HoSC about RO performance of using regular supplier, process lead time, spend by each supplier, exceptions from the regular procurement process.

*Work closely with Regional HoSC to provide support and capacity building to Country Offices on Prosave working modalities, review RO KPI’s and provide analysis on results.

*Undertake regular CO visit to extend support to CO technically in terms of Prosave, fill the gab for the procurement staff.

*Work with minimum supervision under difficult conditions in varying locations to support RO procurements

*Lead asset management at the RO level and allocate to the right staff members.

*Support in international shipment for Expats.

*Extend technical support to Regional team in regards to procurement matters related to regional office and cross boarder projects procurements when relevant.

*To ensure Good Distribution Practice SOP’S are implemented by their function and any non-compliance reports are recorded and reported to the Quality Manager or delegate.

*To contribute to the continuous improvement activity for Good Distribution Practice.

*Lead the procurements requests for RO departments.

QUALIFICATIONS AND EXPERIENCE:

Essential

*Bachelor/ Masters in Logistics, Supply Chain Management or similar level qualification or experience

*Chartered Institute of Purchasing & Supply (CIPS) or equivalent

*Preferable International experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse, and stock management

*Minimum 5-7 years extensive experience in successful development and implementation of a logistics and supply chain strategy and infrastructure for a complex/large scale country programmes and in emergency response/humanitarian environments. preferably to have 1 to 2 years international experience

*Computer literate (including working knowledge of MS Word, Excel) and competency in development of spreadsheets and databases

*Demonstrable experience in international sourcing and contract management, including an ability to review demands and trends, and to develop strategies to fill identified gaps.

*Experience streamlining and automating procurement processes, including refining processes, developing user-friendly manuals and training programs, and assessing, selecting, and deploying suitable procurement tools where applicable and necessary.

*Field level experience in managing complex supply chains for INGOs in international development and emergency programmes.

*Deep understanding and interpretation of Incoterms as well as their application

*Experience working with large institutional donors and knowledge of their rules and regulations in regards to logistics and procurement.

*Ability to synthesize and analyze information, and make clear, informed decisions

*Ability to build relationships quickly with a wide range of people, both internally and externally

*Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities

*Experience in development and implementation of efficient logistics systems, procedures and guidelines.

*Excellent written and spoken communication and interpersonal skills

*Cross-cultural experience, understanding and sensitivity

*Fluency in written and spoken English (required), Arab is a distinct advantage

*Willingness and ability to travel extensively within the Middle East & Eurasia Region

*Experience in developing and carrying out staff training programs

*Experience in remote management

*Experience in technical programme support in areas of construction, distribution, medical supply chain, water and sanitation

*Membership of professional body in logistics

*Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time.
