POSITION SUMMARY

Oversees the supply chain (procurement and logistics) services provision in support of humanitarian efforts in the LAC region (Latin America and the Caribbean). overseeing and coordinating the logistics operations within the region to ensure that they are running smoothly, efficiently, and in compliance with the organization and donors’ policies and regulations. Currently, Project HOPE work in Venezuela, Colombia, Haiti, Dominican Republic and Mexico. Supports Global Security Manager as needed. Serves as a central hub for all supply chain and support services tasks and issues, aligns approaches across all humanitarian program operations and makes recommendations for improvements, adjustments, and strategic initiatives. Serve as an integral part of the start-up team and operations. Conducts and contributes to the initial country assessment. Identifies and/or supports expansion of the on-the-ground support services and needs. Leads on regional and in-country procurement and logistics.

PRINCIPAL RESPONSIBILITIES

Regional Supply Chain Management

  • Support the overall success of all regional logistics and procurement related operations. Act as a logistics focal point for Global Health. Ensure correct implementation of logistics standard operating procedures in Global Health and provide support to country programs as needed.
  • Accountable for the implementation and maintenance of procurement tracking system for local and international procurement, including regular communication of procurement status to relevant stakeholders. This includes, but is not limited to, management of documents in hard copy, soft copy, and data entry in appropriate electronic systems.
  • Maintain and update procurement and supply chain guidelines for Project HOPE and provide continuous training and mentoring to Project HOPE staff, including headquarter and field-based staff, on procurement procedures, warehousing, and distribution.
  • Support program directors with development of vendor lists, long term agreements, and project-based procurement plans that are aligned with project budgets and work plans.
  • Engage directly with Global Health programs on large-scale procurements, providing guidance and advice on processes, assistance in sourcing of international vendors, review and approval of program-related procurements above specified thresholds, and receipt, warehousing, and onward distribution of goods.
  • As needed serve as the logistics lead for establishing new program and country offices, identifying safe and secure housing and office space, managing program and administrative transport, and ensuring effective communication systems.
  • In select country programs requiring assistance, and with inputs from program directors or technical staff, design and deploy in-country supply chain and procurement system, inclusive of receipt and clearance processes for importations, warehousing, vendor sourcing, and distribution mechanisms.
  • Accountable to ensure accurate filing systems are maintained and updated, including periodic verification for auditing purposes.
  • Responsible for accuracy and timely provision of all mandatory logistics reports and any on demand reports timely.
  • Conduct training for field teams and emergency response teams on Project HOPE’s Supply Chain policy and procedures (Procurement, Warehousing, Fleet, etc.)
  • Support periodic review and updating of Supply Chain procedures, including Procurement Manual, Forms and GIK guidelines.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff successful performance in their respective roles.

Emergency Response

  • In close collaboration with senior management identifies, establishes and manages facilities in emergencies (e.g. office, residence, warehousing, and other critical infrastructure, transportation requirements, fleet allocation and maintenance).
  • Work with Emergency Support Group to identify priority areas to improve Project HOPE’s preparedness and emergency response capacity.
  • Develop supply chain options for high-risk countries. Identify regional vendors for most common supplies.
  • Upon Emergency Response activation, plan and execute acquisition pipelines. Coordinate Gift-in-kind pipelines. Consolidate Procurement and GIK data for reporting out across the ESG.
  • Work with Senior Leadership, the Response Director, and the Team Lead, on initial Emergency Response team design, mobilization, induction and deployment of required human resources for supply chain support, providing input on recruitment and selection as required.
  • Participate in appropriate coordination mechanisms with relevant actors (UN, NGOs, commercial partners.
  • Maintain and update Logistics Emergency Response Standard Operating Procedures in compliance with Project HOPE’s established procedures and donors’ rules and regulations.
  • Initiate and maintain dynamic contacts with potential acquisition streams, including commercial suppliers, relevant UN agencies, and other key actors, to allow for rapid mobilization of emergency and humanitarian supplies.
  • Undertake desk assessment and engage with Global Logistics Cluster to inform Project HOPE emergency response team on logistics and supply chain matters related to countries affected by disasters.
  • As required, deploy on emergency assessment and/or response missions.
  • Design emergency logistics structure for new program areas, inclusive of building and managing a national team of professionals, with rapid but comprehensive training on Project HOPE logistics procedures, and setting up housing, office and transportation modalities.
  • Coordinate with country-based Logistics Cluster members and other organizations to optimize supply chain activities and acquisition options.

Gifts-in-Kind

Supports the GIK Committee and in the movement of GIK goods and the development and implementation of procedures and tracking mechanisms

  • Supports the GIK Committee with Project HOPE field missions as regards the logistics involved in requesting, receiving and distributing GIK donations. This includes assessing country capacity for importing gift-in-kind donations, with careful consideration of all logistical matters, importation requirements, consignment, warehousing, and onward distribution.
  • With members of the Project HOPE GIK Committee, support in the identification of shipping and handling options for GIK donations and coordinate the shipment and receipt of the donations with the receiving parties.
  • Monitors and tracks product movements and supports custom clearance, logistics, and all documentary requirements. Also includes travel to program sites to monitor, support and verify utilization as required.
  • Works to ensure that Global Health programs and other partners are able to effectively manage and utilize donated and procured items. This includes establishing guidelines, communicating with program staff, resolving problems, and providing trainings.
  • Support in the preparation of, or review of, final GIK distribution reports as required.

Requirements:

Academic study in the field of Supply Chain Management, or alternative courses such as completion of the Certification in Humanitarian Supply Chain Management, or equivalent is desirable.

  • Minimum of five (5) years of experience in logistics management within the field of supply chain management including procurement, tendering, contracting, clearance, transport, and warehousing, as well as fleet management, asset management, and distribution support, or equivalent combination of education and experience
  • Experience responding to multiple, international rapid onset disasters and complex emergencies, leading logistics and supply chain management, including staff supervision and coordination of various teams and stakeholders.
  • Contributed or led multiple program startups in new countries of operation.
  • Experience with international freight forwarding, including INCOTERMs, import, export and customs clearance processes
  • Experience with donor specific procedures
  • Experience of logistics software solutions is desirable.
  • Ability to be a constructive team member in stressful, hardship and high-risk environments.
  • Ability to work with little supervision.
  • Fluency in both Spanish and English. Knowledge of other languages is an advantage.
  • Willing to travel internationally 35%-50% of time.

In addition to the responsibilities referenced above, candidates may expected to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.
