Duty Station : Dakar with travels to other DRC offices of the region

  1. Background

DRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC West-North Africa & Latin America (WANALAC) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALAC oversees, supports, and provides strategic directions for DRC’s Country Offices within the above-mentioned regions. From May 2022, it will includes Algeria*, Burkina Faso, Cameroon, Central African Republic, Colombia, Libya*, Mali, Niger, Nigeria, Tunisia*, Venezuela.

  1. Purpose

The WANALAC region currently has projects addressing SGBV in 7 countries. Our responses are centered on individual PSS responses, and group work. The SGBV Specialist will, through technical guidance and support, ensure that all programs are in line with DRC´s policies and technical standards in regards to AGDM and SGBV. The specialist will specifically lead to ensure DRC has robust SGBV prevention and response programs, with targeted support such as field team trainings, development of adapted toolkits and supervision systems to countries who have SGBV programs.

The specialist is initially recruited for 6 months, which will consist of a 2 months initial phase to assess the state of DRC’s SGBV responses in targeted operations, 4 months to support the operations in strengthening their responses to SGBV.

The specialist will drive the improvement of the quality of programs, the setting up of partnership and case management systems. He/ she will provide trainings and remote support to teams in country, to ensure that the response is adapted to the context, teams are adequately trained and victims of SGBV receive the best care available.

The specialist will be part of the Regional Program team, under the regional protection coordinator. He/ she will deliver organisation’s policies and programs within the sector area.

  1. Responsibilities

Technical support and development of quality tools

Development and support for the implementation of DRC’s framework and tools for individual or collective interventions related to:

a – Responding to SGBV survivors and prevention programs;

b – AGDM mainstreaming in DRC´s responses

a. GBV programming

  • Ensure the follow-up and monitoring of the quality of existing SGBV interventions.
  • To provide a technical lead on projects design, training of teams and set up of MEAL system for projects with a direct SGBV response component.
  • Identify and advise on entry points for new initiatives for DRC WANALAC for a comprehensive and contextually adapted response to SGBV, in close consultation with the ESMT
  • Contribution to factsheets, proposals and reports addressing SGBV produced by the protection department in countries;

b. Mainstreaming AGDM

  • Ensure gender and age markers are included in all program development, to reduce risks of harm.
  • To lead AGDM mainstreaming in program strategies and interventions in line with the DRC´s global AGDM Policy and Operational Guidance.

Program monitoring and technical support

  • Support with capacity building of Country Office teams and Multi-country operations, including through regular field visits;
  • Support CO in other projects with AGDM, GBV and PSS components as requested.

Coordination with partners

  • Participation in the GBV/ Gender expert regional working group (GiHA).
  • In coordination with the global AGD, GBV and MHPSS focal point, contribute to and take lead in developing policy position papers / briefs and advocacy messaging on the themes to support the raising of DRC’s profile on GBV in WANALAC region and when appropriate beyond
  • In coordination with the global AGD, GBV and MHPSS focal point and the global AGDM and GBV Advisory Group, support formulation of guidelines, policies and best practices to be integrated into knowledge management efforts and communities of practice
  • Close coordination with the MEAL Department and technical coordination for the development of monitoring tools, databases and analysis of MHPSS /GBV information according to the appropriate standards.

Ethics and Compliance

  • Comply with all applicable procedures and current conditions as stipulated in DRC’s Code of Conduct, PSEAH policy and DRC’s Internal Regulations Governing Staff;
  • Respect and enforce DRC’s procedures and donors’ requirements;
  • Be in contact with the other technical departments of its base in the search for a better response and better use of available resources.

These responsibilities are not exhaustive and are subject to readjusted according to operational needs in accordance with the overall role of the Specialist.

  1. Required Qualifications

Required:

  • At least 5 years of proven experience in design, implementing GBV related programs, including response to survivors (MHPSS, legal aid, healthcare…), mainstreaming AGDM, and prevention projects.
  • At least 2 years in a technical support position to AGDM, GBV and/or MHSPSS at national, global or regional level
  • Field experience in working in fragile and conflict contexts or working directly with the targeted population.
  • Proven experience with assessing and strengthening institutional, organizational and technical gender capacity;
  • Experience with implementing AGD mainstreaming agendas across a variety of sectors,
  • Strong links with international, regional and national networks on gender equality and women’s rights;
  • Experience in West, Central and North Africa region will be seen as an advantage
  • Highly experienced and skilled drafter;
  • Demonstrated cultural sensitivity and adaptability;
  • Excellent command of the Office Pack (Word, Excel, Powerpoint).

Desirable:

  • Excellent inter-personal and negotiation skill, experience in advocacy at regional and country level
  • Ability to work under pressure and with multi-disciplinary and multi-cultural teams;
  • Previous international experience in management and protection cases;
  • Previous experience on an emergency project will be considered an asset.

  1. General Regulations

The employee shall follow :

  • DRC regulations on safety, health, COVID-19 norms and hygiene
  • The Code of Conduct and all ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Rules for the use of the DRC guesthouse, which is a working accommodation

In addition :

  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
