Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Regional Director, and under the direct supervision of the

Regional Data Hub Coordinator (RDH) Coordinator, in close coordination with Senior Regional Liaison and Policy Officer, the successful candidate will be responsible for report production undertaken by the Regional Data Hub (RDH) at IOM’s Regional Office for the Middle East and North Africa (RO MENA). Additionally, the successful candidate will be tasked to assist with project implementation through conducting relevant research and review of qualitative data and information and recommending the commissioning of additional research projects to fill existing information gaps. This will be guided by various regional frameworks such as the Continental Strategy MENA Regional Strategy 2020-2024, the Strategy for Gulf Countries 2021-2024, and the MENA Regional Data Hub Strategy 2022-2024, as well as global institutional and United

Nations System frameworks such as IOM’s Migration Data Strategy, the IOM Framework for Addressing Internal Displacement, UN Data Strategy and HLP on Internal Displacement workstream on improving data and evidence.

Furthermore, following the conclusion of the negotiations and formal adoption of the Global

Compact for Safe, Orderly and Regular Migration (GCM) in Marrakesh and New York in December 2018, IOM has now formally taken the leadership of the UN Network on Migration as Secretariat and Coordinator. This is within the backdrop of the ongoing UN Reform, and the work to better support Member States to achieve the 2030 Agenda.

Core Functions / Responsibilities:

The candidate should remain up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility within the region. The main responsibilities of the selected candidate are:

  1. Assist qualitative data analysis and research, and draft regular regional reports and information products produced on a quarterly, biannual and semi-annual basis in close coordination with RDH team members such as the Data and Statistics Officer, highlighting regional trends in migration and displacement. Support with the creation of data visualizations and report formatting.
  2. Support thematic research on topics of interest to the RDH related to migration and internal displacement, such as the impact of climate change on migration in the region, the socioeconomic impacts of the COVID-19 pandemic, urbanization caused by rural development and migration and health among others in close coordination with the relevant thematic specialists. Conduct desk review of existing literature on these topics and contribute to the research development and carry out assessments aimed at understanding these phenomena.
  3. Support the RDH with the development of research and data partnerships by liaising with external partners, such as policymakers or academics and internal partners, such as Regional Data Hubs in other ROs and country offices within the region. Research and draft outputs for external publication, in collaboration with external partners. Present key findings from activities to internal and external audiences.
  4. Support the Regional Data Hub Coordinator in project implementation and project development activities as required, including but not limited to drafting project interim and final reports and providing inputs for the development of project proposals.
  5. Help identifying knowledge gaps and recommend opportunities for the expansion of data collection and research activities.
  6. Assist building capacity within IOM by delivering trainings related to the production of reports,data collection and specialized topics as needed.
  7. Support RDH social media strategy by crafting tweets and posts related to upcoming events and recent outputs.
  8. Contribute to national, sub-regional and regional strategy development, inclusive of Regional Data Strategy, its rollout, review and annual workplan and reporting. Engage with regional partners on research initiatives.
  9. Contribute to engagement with regional partners that promotes the work and partnershipsthrough a whole-of-society and whole-of-government approach.
  10. Support reviewing project proposals from country offices and regional offices to facilitatealignment with IOM guidelines and proposal development and contribute to designing a community of practitioners.
  11. Support the Regional Liaison and Policy Teams on coordination of region-wide events and production of related outputs, including policy briefs, reports, among others.
  12. Help ensuring relevant standards, manuals, and guidelines are integrated into project reporting and implementation. These should include, but not limited to, the IOM Data Protection Manual, standards and guidelines in relation to GBV and Protection Mainstreaming within all RDH products.
  13. Assist coordination with other RDH units and the Global Data Institute (GDI) to facilitate a whole-of-IOM and route-based approach to migration report and research.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political Science, Economics, International Relations, Social Science, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in research, with knowledge of quantitative and qualitative methods;
  • Experience producing visibility materials, publications, reports and other documents;
  • Experience in using of Adobe InDesign and Microsoft Office applications is required; and,
  • Experience working with statistical software, such as Statistical Package for the Social Science.

Skills

  • Excellent writing and editing skills;
  • Good knowledge of migration-issues;
  • Good knowledge of the Middle East and North Africa region; and,• SPSS) or STATA software, and databases are a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
