JOB CONTEXT:

The Mekong Regional Program includes operations in Cambodia, Laos, Vietnam and China. The Regional Program Office is based in Vientiane, Laos with some regional staffs based in other countries. The first Regional Operational Strategy was approved in March 2021 and will cover the coming 3 years aiming to improve participation and safe living conditions of persons with disabilities and vulnerable groups through the strengthening of inclusive, quality and affordable health, rehabilitation and education services and access to socio economic resources through (i) Armed violence reduction: Strengthen & expand interventions as a quality land release operator. Explore manual demining, animal detection & innovative technologies & links with tourism sector, (ii) Early Childhood Development: focus on early detection & intervention, stimulation therapy, blue box & early learning. Nurturing care approach (iii) Rehabilitation: Strengthen & expand interventions building a model for continuum of rehab care (iv) Inclusive education: Consolidation as IE actor on primary with technical support to relevant actors included institutional ones and (v) Inclusive employment: Sustainable Economic Development to eliminate poverty through an inclusive employment strategy.

The Regional Rehabilitation specialist will be based in Vientiane, Laos and work within the Regional Technical Unit (RTU). The living condition in Loas remains quite good with reliable transportation infrastructure, health services, and housing in the capital area. The mission will require regular travel with in Laos as well as to Cambodia and occasionally in Vietnam and China. It could be also support Philippine Program once it merged with Mekong Regional programme. Frequency of travel will be determined by the evolving situation of the COVID-19 health context and travel restrictions issues by the Government of the mentioned countries.

YOUR MISSION:

Reporting to the Regional Technical Unit Manager, and in collaboration with HQ Rehabilitation Technical Division, the Regional Rehabilitation Field Technical Specialist will contribute to the implementation of the Rehabilitation pillar of the Mekong Strategy, and lay the foundation of a common strategy and approach taking into account each context.

The Regional Rehabilitation Specialist will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. Thus, he/she will strategically support Rehabilitation Activities, including access to rehabilitation services, early childhood development/Early identification and early intervention including tele-rehabilitation, strengthening rehabilitation workforce guided by WHO rehabilitation 2030 with responsibility for training curriculum development, developing training plan and providing technical support/mentoring, Strengthening rehabilitation governance and service delivery

You will strongly focus on the strengthening of those programmes in the region including strong context analysis, standardisation of tools, staff capacity development and programme development strategy. You will also develop the learning component of our rehabilitation sector. You will engage in standardisation of interventions based on common quality framework and processes including MEAL related elements. You will also enhance knowledge sharing within the programme and use each country lessons learned to improve each project based on other projects learning processes.

The Mekong Program currently has rehabilitation project in 3 countries and seeks to develop this sector further, including through regional opportunities. Our integrated and global approach to rehabilitation remains the element of continuity as much at the sectoral and internal inter-sectoral level as for the other humanitarian and development actors, in rehabilitation, health and in the field of disability.

You have to effectively coordinate with multi-stakeholders (government, INGOs, UN Agencies, Donors and Civil society) at national, regional and international level for contributing to the local external prestige and influence of HI’s expertise in the scope of rehabilitation as well as rehabilitation-related advocacy. You will also contribute to the overall growth of the Programme through participation in technical design, proposal development, donor and partner networks, and advocacy.

YOUR PROFILE:

  • Physical therapy or Occupational Therapy background
  • Minimum of seven years of experience in providing technical support and strategic guidance in Rehabilitation and advocacy in low to middle income countries & experience working as technical Project implementer
  • Proven experience in strengthening rehabilitation system and capacity development of rehabilitation workforce
  • Understands Community based rehabilitation of persons with disabilities
  • Knows how strategic planning for rehabilitation services
  • Sound understanding of the technical issues of rehabilitation into health system
  • Proficiency of written and spoken institutional communication, in English (mandatory)
  • Demonstrate internal and external negotiation and communication skills
  • Good experience in capacity building and mentoring the rehabilitation workforce

  • 12 months International contract starting from 1st, December 2022

    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2757 € gross/month upon experience

  • Perdiem: 488 € net/month – paid in the field

  • Paid leaves: 25 days per year;

  • R&R Level 1: 1 day per month

  • Position open to families (more than 12 months): package familial

  • a child allowance of 100€ per month, per child (from the second child) paid in the field

  • Contribution to school registration fees for children over 3 years

  • Family-wide health coverage

  • Payment for travel costs (air ticket & visa) and transport of your personal effects

  • Housing: individual taken in charge by HI
