Context

Handicap International Federation (HI), also known as Humanity & Inclusion globally, is an independent and impartial aid organization, created in 1982, working across 60 countries. HI works alongside vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights.

HI South Asia (Bangladesh, India, Nepal, Sri Lanka) Regional Programme is seeking applications from qualified local candidates for its national position of Regional Rehabilitation Specialist.

Mission: Under the responsibility of the Regional Technical Head of Programme (THOP), s/he contributes to strategic technical guidance to support the development and implementation of regional strategies and action plans, in line with HI global frameworks and standards. He/she leads HI’s initiatives in rehabilitation sector development and strengthening (including integrating rehabilitation into health) by optimizing HI’s visibility, expertise, and experience, increasing influencing networking, and advocating with rehabilitation actors in the region/countries. He/she supports the development of new and/or major opportunities/projects, research and innovation, and the capitalization of the projects in the region or country.

Location: Colombo/Dhaka/Delhi/Kathmandu (any of the 4 locations As per nationality of the candidate)

Terms & Conditions: Fixed-Term 3 Year (Renewable) Contract

Key Responsibilities:

Lead the development and implementation of regional rehabilitation strategies and action plans in line with the regional and global strategies of HI.

Optimize HI’s visibility, external prestige, and influence in the rehabilitation sector by ensuring sound representation with HI’s technical expertise and experience, and visibility in regional and country-level relevant networks, forums/platforms.

Lead or support the country team to strengthen the rehabilitation sector in the country, including the integration of rehabilitation into the health system (when relevant).

Contribute to advocacy on specific themes in line with the global advocacy priorities for rehabilitation and contribute to communication messages regionally/locally in line with the global communication priorities.

Steer the development of major opportunities or new rehabilitation projects in the region/countries.

Lead or contribute to the conception of major projects (multiple countries, regional level) or of new projects in the rehabilitation sector with context analysis, design, and writing of the project proposals in the region/countries.

Facilitate the development and implementation of sector-specific fundraising or business development plans for rehabilitation in the region.

Identify & transform major opportunities in the region under the rehabilitation sector, and identify & develop local partnerships and/or consortiums with NGOs, institutions, and companies on the technical priorities of the rehabilitation sector in the region.

Ensure optimal quality and impact of the rehabilitation projects in all the countries of the region, through a delegation system to provide quality technical support to the rehabilitation projects in line with the global technical frameworks and standards for rehabilitation; and appropriate mechanisms to control and monitor the technical quality and relevance of HI’s activities under the rehabilitation projects.

Ensure technical learning and capitalization from the rehabilitation projects.

Ensure compliance of the technical proposition with nexus stakes

Contribute to the development of research and innovation rehabilitation projects in the region.

Lead capacity development initiatives and professional channel development of rehabilitation personnel in the region.

Contribute/support the implementation of emergency preparedness actions of the program (countries in the regional programme) and, during an emergency, adapt his/her working modality to contribute to an effective HI humanitarian response.

Requirements

Experience

  • At least 6 years

Additional Requirements

  • Master’s degree in Physiotherapy, Prosthetics or Orthotics, Occupational Therapy, Rehabilitation Science/ Managment or other related fields with at least 6 years of relevant experience; or Bachelor’s degree in physiotherapy, prosthetics or orthotics, occupational therapy, or other related fields with at least 8 years of relevant experience.
  • At least 3 years of experience in a senior rehabilitation technical position in more than one country
  • Proven experience in professional capacity building (training, coaching) skills.
  • Strong knowledge and understanding of global standards and guidelines for rehabilitation professions/services.
  • Experience in networking and influencing rehabilitation sector strengthening in the South Asia region/countries.
  • Skilled in public relations, representation, and internal-external communication.
  • Knowledge of norms, legal frameworks, and references related to rehabilitation and disability inclusion (in a global and regional context).
  • Strategic and analytical.
  • Proficient in written and spoken English.
