The Opportunity

Programme Quality, Evidence and Impact (PQEI) is a core function in all Save the Children International programmes globally, representing our commitment to accountability and transparency, and is crucial aspect of quality programme management within Save the Children. As a member of REALM in Save the Children Offices in APAC (including Country Offices, Member Offices and member-run Country offices) across APAC, focusing on Save the Children’s full spectrum mandate of humanitarian and development programming. You will be a junior member of the Research, Evaluation, Accountability, Learning and Monitoring (REALM) Team, providing technical assistance to the Head of REALM, Regional REALM Advisors, Regional Research and Evaluation Specialists

Key Responsibilities

Regional REALM functions

Support the team to:

  • Draft high-quality presentations and briefs on REALM related initiatives.

  • Monitor, analyse, and present the APAC country compliance and reporting against: Programme KPIs and country and regional quarterly reports, Country Strategic Plans and milestones, Learning Organisation Initiative, Learning Agendas and more.

  • Institutionalise SCI’s REALM standards, processes, and systems across APAC, including championing culture that recognises the importance of evidence, monitoring and evaluation, knowledge management, quality, accountability, and impact.

  • Identify common needs and priorities across Save the Children Country Offices with regards to Research, Evidence and Learning priorities, capacity building needs, and actions to become a Full Learning Organisation.

  • Identify evidence and/or knowledge gaps to support develop the Country Learning Agenda.

Program-level REALM functions

Support the team with:

  • Project/programme design, including development of program theory of change, result framework and/or logical framework.
  • Drafting monitoring and evaluation systems and mechanisms including MEAL plans and budgets, MEAL Performance Indicator Reference Sheets, data collection and use, data for decision making and organisational learning, output/outcome trackers.
  • Accountability systems and mechanisms including information sharing, complaints and feedback mechanisms, the promotion of child-led and participatory REALM, stakeholder consultation and reporting, and Country Accountability System Reviews.

Research, evaluation, and evidence generation

Support the team to:

  • Support and maintain the global research, evaluation and assessment pipeline and evaluation repository up to date.
  • Source secondary data and conduct systematic evidence reviews and literature reviews.

  • Collate data and conduct descriptive analysis to identify and define emerging issues in the Asia region.

  • Prepare research and evaluation proposals for ethical review submissions.

  • Facilitate study folder, file and data management systems and record keeping.

  • Develop data collection tools, such as surveys (paper-based and online platform) and interview or focus group discussion questionnaires.

  • Conduct quantitative data cleaning and prepare data set for analysis, support data visualization (e.g., chart/graphs, tables, images/icons).

  • Prepare templates for qualitative data transcription and analysis.

  • Conduct qualitative data analysis under guidance.

Learning, knowledge translation and exchange

Support the team to:

  • Draft learning products such as evidence to action briefs, fact sheets and presentations based on the research or evaluation report.

  • Draft dissemination plans for research and evaluation results

  • Map and participate in technical communities of practice and networks.

  • Map and establish partnerships with universities, research agencies and think tanks.

  • Prepare remote REALM meetings, learning forums, capacity building and support to MEAL staff across Asia.

  • Develop and maintain a regional lessons-learned database, including the facilitation of sharing of recommendations and lessons learned from evaluations and other learning initiatives, utilising global platforms where available.

  • Manage the Evidence Advisory Network and database.

Other responsibilities

  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
