Regional Public Health Officer

Context:
Under the overall supervision of the Regional Director, IOM Regional Office for Asia and Pacific (ROAP) and direct supervision of the Regional Migration Health Advisor, and in collaboration with the relevant unit, the Regional Public Health Officer will be responsible for technical, operational, monitoring, and evaluation and program functions to relevant Migration Health projects and programs managed by IOM ROAP, specifically a multi-country tuberculosis (TB) project funded by the Global Fund for AIDS, TB, and Malaria (‘The Global Fund’) policy capacity for cross-border mobility, supporting humanitarian preparedness and response activities for pandemic preparedness and response/new and emerging crises, and COVID-19 response and recovery.

Core Functions / Responsibilities:

1. Provide technical inputs, promote technical policy guidance, and provide operational support to IOM’s regional migration health portfolio. This includes proposal development, reporting, M&E and key government, and stakeholder liaison efforts related communicable disease control, COVID-19 and cross-border mobility, health, border, and mobility management (HBMM), points of entry (POE), tuberculosis (TB) among migrant populations, migration health assistance for crisis affected populations and migration health policy development.
2. Coordinate between and among relevant IOM country offices and implementing partners to facilitate proper project implementation, across both health promotion and assistance for migrants, and migration health in crisis situations programmatic areas.
3. Technical lead on the handover of the Afghanistan L3 emergency to L2 regional office level, including all coordination, reviewing project proposals and reports, reviewing monthly situation reports and drafting any other requested talking points or external communication, supporting with HR recruitments, and liaison with the mission.
4. Provide project oversight of the 5-country regional Global Fund to Fight AIDS, TB and Malaria Program managed by IOM ROAP aiming to support eliminating TB in the GMS by focusing on detecting cases among migrants and mobile populations, working in partnership with National TB Program and implementing partners at national level.
5. Oversee, develop, and implement M&E plans for IOM ROAP regional migration health projects, including the regional TB project funded by The Global Fund. Undertake field visits and project M&E visits as appropriate.
6. Lead on all reporting and data management processes related to the Global Fund project.
7. Roll-out IOM’s Health, Border and Mobility Management at the regional level, ensuring technical capacity and provision of support to all country offices.
8. Act as focal point for compiling and preparing donor reports across all migration health program areas, including soliciting, and analyzing narrative and data-based reports from relevant country offices, and implementing partners; producing regular regional program updates as required.
9. In coordination with the Regional Migration Health Advisor, lead on regional level technical and policy activities including preparation and organization of regional level policy events with member states and stakeholders, as well as contribute to preparation of background analysis for drafting of policy documents.
10. Engage and actively coordinate with other relevant thematic areas within ROAP, including IBM, LHD, DOE, DPDC, PXD, in planning and implementation of cross-thematic activities and project implementation.
11. Provide expert and consistent support and assistance to IOM Country Offices in need of guidance/technical support to Country Offices in setting up and/or running systems for emergency health response programming, as well as implementation of Global Fund programming, and facilitate harmonized implementation of activities that are delivered within the framework of national technical and health response strategies.
12. Lead the development of tools and training materials, guidance, and publications, including those related to TB and migrants, HBMM, Points of Entry and outbreak preparedness and response linked to the International Health Regulations (IHR).
13. Lead or facilitate training and workshops on above-mentioned topics to improve capacity within the region.
14. Represent IOM at key events and with key stakeholders/donors, including Ministries of Health, ASEAN, and Global Fund/other key donors.
15. Coordinate with communications to oversee the conceptualization and development of regional project external communication related outputs (such as fact sheets, website design and updates, and social media posts), alongside designing regional campaigns related to stigma and discrimination, and communities, rights, and gender.
16. Undertake duty travel relating to technical support, M&E/project monitoring, liaison with counterparts, problem solving, and emergency response as required.
17. Perform other duties as required.

Required Qualifications and Experience:
Education
• Master’s Degree in Public Health, Epidemiology, Health or Nursing Sciences or Biostatistics from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Experience managing and implementing Global Fund projects is required;
• Experience working on TB programs;
• Experience working across both development and humanitarian settings;
• Experience working in migration health/public health in development contexts;
• Experience in working with IOM at country, sub-regional, regional levels and HQ levels a significant advantage;
• Experience working on health activities related to pandemic preparedness and response;
• Experience working on policy creation and organizing high level dialogues;
• Direct experience and understanding of Afghanistan migration emergency context;
• Experience supervising the development and implementation of monitoring, reporting and evaluation strategies;
• Knowledge and experience of migration health in GMS/ASEAN countries including specific experience in supporting policy development and organizing regional conferences;
• Demonstrated knowledge and experience in supporting cross-thematic engagement for COVID-19 including specifically HBMM and POE activities; and,
• Detailed knowledge and understanding of IOM Crisis Response frameworks including MCOF, GBViC, and HBMM.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
