Regional Psychosocial Support/BLP Capacity Building Technical Coordinator (Warsaw, Poland)

Background

NRC’s Better Learning Programme (BLP) is a psychosocial support (PSS) programme which can be integrated within education programming. It is NRC’s flagship classroom-based PSS intervention for children in crisis-affected communities. The programme is a holistic approach to supporting children’s recovery and improving their conditions for learning. The BLP consists of three components of programme intervention. The first – the BLP-1 – is a general, classroom-based PSS approach targeting all children and young people. The second – the BLP-2 – is a small group intervention to support resilience amongst a more specific target group of academic under-achievers. The third – the BLP-3 – is a specialized PSS approach to address nightmares, which many children experience as a chronic symptom of traumatic stress.

The Psychosocial Support-Better Learning Programme Capacity Building Technical Coordinator (PSS-BLP CBTC) will work under the education core competence and will be in charge of mapping out capacity building needs across all NRC country offices in the Central & East Europe region, design and implement capacity building packages both online and during field visits. The PSS-BLP CBTC will also be in charge of implementing quality control by using existing tools and guidelines providing implementation advices to each country office in need of support.

Role Responsiblities

1. Adherence to NRC policies, guidance and procedures;
2. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist;
3. Promote the rights of IDPs/returnees in line with the advocacy strategy;
4. Provide PSS technical direction and ensure high technical quality of project activities to both country offices and NRC local partners;
5. Provide regular progress reports;
6. Ensure capacity building of country office staff and transfer key skills across CEERO offices (Poland, Moldova, Romania and Ukraine);
7. Assess and map existing strengths, weaknesses, and capacity gaps in implementing and integrating BLP in Education across country offices;
8. Support the development of new partnerships with NRC PSS local partners and oversee quality implementation;
9. Support the in-country BLP focal points (including technical guidance) to implement and monitor BLP activities and monitor on quality implementation;
10. Develop a workplan to guide country offices supporting their PSS-BLP strategy;
11. Roll-out across relevant country offices BLP capacity building package (such as the BLP Guidance Kit, BLP1, BLP2, BLP3, the BLP youth wellbeing programmatic documents, the Capacity Building Kit, the TiCC peer-to-peer coaching pack etc);
12. Actively participate in the BLP Technical Steering Committee meetings;
13. Ensure that BLP projects target beneficiaries most in need of protection, explore, assess and propose programme improvements;
14. Interface with the Global BLP Unit (GBU) in coordination with the Regional Education Advisor or education focal point;
15. Compile and disseminate best practice, lessons learnt, recommendations, and case studies from project implementation, creating and tracking against a project improvement plan;
16. Promote and advocate for the integration of BLP and PSS into NRC education strategy and programming as well as in country and regional response plans.

Skills & Experience

• Previous work in Psychosocial Support/Social Emotional Learning programs and teacher capacity building is considered an asset;
• Previous experience operating NRC Better Learning Programme 1/2/3 is considered an asset;
• Minimum 5 years of experience from on project implementation and or technical position in a humanitarian/recovery context.
• Experience from working in complex and volatile contexts;
• Fluency in English, both written and verbal (knowledge of CEERO languages is considered an asset);
• Strong organisational and team working skills;
• Good cultural awareness and sensitivity;
• Expertise within one of NRC’s core competencies is an asset;
• Experience as a BLP Master Trainer is preferred.
