The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) is in charge of the European solidarity with people in need all around the world and aims to better coordination and disaster response inside and outside Europe. DG ECHO is based on the principles of humanity, neutrality, impartiality, and independence. Every decision ECHO takes must be in accordance with these four principles which are at the heart of the European Consensus on Humanitarian Aid.

ECHO Regional Office (RO) for Latin America and the Caribbean, based in Panama City, is looking for a Regional Programme Officer Disaster Preparedness

Minimum requirements:

Education: A relevant second level university degree or equivalent professional experience. A post-graduate degree in Humanitarian Action / Development Cooperation will be considered a plus.

Knowledge and Experience:

  • Demonstrate a minimum of 5 years of relevant humanitarian working experience at national or international level in managing programmes / project operations, including at least 2 years of experience with an NGO, donor or national / international organisation.
  • Experience and excellent knowledge on humanitarian assistance, Specific experience in disaster preparedness, including anticipatory actions, protection, social protection, climate change adaptation and urban contexts
  • Relevant experience in working in close coordination with regional and national institutions will be an advantage.
  • Very good understanding of Humanitarian Aid principles, policies, and standards.
  • Very good knowledge of international NGOs, UN Aid agencies and Red Cross Movement.
  • Good knowledge of LAC region’s humanitarian context, risks and hazard exposure.
  • Excellent command of Office Software package (MS Word, Excel, Power Point, Internet explorer, Outlook.)
  • Excellent drafting skills.

Languages: Excellent command of English and Spanish (oral and written). French will be an asset.

Job description:

  • The incumbent serves as Programme Officer Disaster Preparedness and support the Technical Assistant in charge of ECHO Portfolio in the Caribbean in ECHO Regional Office based in Panama City and carries out activities to contribute to the delivery of an effective humanitarian response.
  • The job holder provides technical support and advice related to disaster preparedness to the different ECHO offices and partners in the region.
  • S/he carries out assessment and monitoring of disaster preparedness needs across the region.
  • S/he conducts appraisal, monitoring and evaluation of projects related to disaster preparedness f assistance in compliance with DG ECHO policies.
  • S/he participates in the related DG ECHO technical groups
  • S/he prepares reports on the humanitarian situation in the country/region, including any political, economic and
  • security events relevant to the analysis of the humanitarian situation in the country/region.
  • S/he collaborates with RO thematic experts on implementing cross-sectoral issues (protection mainstreaming, nutrition, social protection, nexus…) and involvement of ECHO staff in the preparedness and resilience agenda.
  • Travel is required (both domestic and international.)

This position is open to nationals and other residents of Panama with valid work and residence permits or professionals able to obtain such permits. Depending on the situation, the duration of the contract could be indefinite or definite for one year renewable on a yearly basis.

As a reference, the base salary offered to a person with 5-year experience (the minimum required for the post) is PAB 4,385.00 and it could be higher based on the years of relevant professional work experience supported by a work certificate from previous employers. i.e. with 10 years of work experience the salary would be PAB 4568.00
