Are you ready to take on a pivotal leadership role within one of the most impactful humanitarian organizations in the world? CARE is seeking an experienced and strategic leader to serve as the Regional Programs Operations Manager for our Latin America and the Caribbean (LAC) region. This role is not just about managing operations—it’s about transforming them to be more locally-led, resilient, and aligned with CARE’s global vision for 2030.
Why This Role Matters:
In this role, you will be at the forefront of CARE’s efforts to enhance program delivery and operational efficiency across the LAC region. You’ll be working closely with Country Directors and senior leaders, providing the strategic oversight and support needed to navigate complex challenges and drive positive change. Your work will directly contribute to the success of high-value and strategic programs that are critical to CARE’s mission of saving lives, defeating poverty, and achieving social justice.
Key Responsibilities:
- Drive Strategic Transformation: You’ll lead the transformation of country program operations in line with the CARE 2030 vision and Regional Roadmap. This includes developing and implementing fit-for-purpose partnership standards and streamlined procedures that enhance CARE’s collaborations with local partners, including feminist groups, civil society networks, and social movements.
- Operational Risk Management: Your role will involve identifying and mitigating operational risks, ensuring statutory compliance, and working closely with the Regional Director and Business Services teams to implement robust risk mitigation strategies. You’ll be a key player in ensuring that programs are delivered on time, within budget, and in compliance with donor requirements.
- Enhance Program Operations: You’ll support the entire project cycle, from award setup and project startup to project close-out. Your efforts will ensure that all projects meet CARE’s quality standards and minimize financial risks. You’ll also provide leadership in strengthening operational systems across the region, ensuring they are resilient and responsive to the needs of the communities we serve.
- Support Country Directors: As a trusted advisor, you’ll provide ongoing support and guidance to Country Directors, particularly those who are new to their roles. You’ll help them navigate challenges, identify development opportunities for their teams, and ensure that their operations are aligned with CARE’s strategic priorities.
- Change Management: You’ll play a critical role in managing and implementing change within the region, ensuring that country programs are well-positioned to adapt to evolving needs and priorities. This includes supporting the rollout of global and regional initiatives, such as CARE’s locally-led and future-fit operating model transformation.
- Safety and Security: In collaboration with the Regional Security Officer, you’ll ensure that safety and security are integrated into program operations and that related risks are effectively managed. Your work will be crucial in ensuring that CARE’s programs are delivered safely, even in challenging environments.
What You Bring to the Table:
- Proven Leadership Experience: With 7-10 years of leadership experience in international humanitarian and development work, you have a strong track record in strategic and operational management. Experience in the LAC region and within a global organization is highly desirable.
- Bilingual Communication Skills: Fluency in both English and Spanish is required, with French being a plus. Your ability to communicate effectively across languages and cultures will be key to your success in this role.
- Passion for Development: You are deeply committed to organizational development, learning, and people development. You have a demonstrated ability to drive positive change in these areas, ensuring that teams are equipped to deliver on CARE’s mission.
- Collaborative Mindset: You excel at working in complex, multi-stakeholder environments and have a proven ability to build strong relationships with a wide range of internal and external partners. Your collaborative approach will be essential in driving CARE’s strategic initiatives forward.
