Position Summary

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the direction of the HIV Care and Treatment Technical Advisor, the Regional Prevention, Care and Treatment Officer is a member of the national technical team responsible for providing assistance on prevention, care and treatment including PMTCT services supported under the project. S/he provides technical assistance to regional staff ensuring effective implementation of interventions related to prevention, care and treatment and PMTCT in both community and facility settings.

Responsibilities

  • Provide guidance, implementation, and monitoring to ensure that designed interventions relevant to the technical areas in both community and facility settings achieve programmatic goals in line with ICAP, donor and government priorities.
  • Provide mentorship, coaching and updates to our service providers at the supported facilities and CBOs to offer patients quality care and treatment services according to the national guidelines and standards in select facilities.
  • Support health authorities, supported facilities, CBOs and stakeholders to institute differentiated service delivery models and referral systems to address all issues across the three 90s, with special attention for early diagnosis, linkage to care and retention in care.
  • Liaise with CBOs and community stakeholders to address other social determinants of health to mitigate the impact of those affected and infected by HIV.
  • Works closely with the QI officer to facilitate the implementation of all aspects of Continuous Quality Improvement (CQI) activities with the intent to support improved service delivery and ultimately health outcomes for our clients.
  • Contribute to planning and implementation of emerging strategies for service delivery relevant to the technical areas in both community and facility settings by coordinating relevant stakeholders and providing technical assistance.
  • Support timely implementation of all major program activities relevant to prevention, care and treatment and PMTCT according to the objectives and deliverable, conducting relevant site visit, supporting regional team activities and developing reports on program progress and achievements.
  • Support regional teams to develop work plans and strategies relevant to prevention, care and treatment and PMTCT in both community and facility settings to achieve 100% of the annual targets and other related indicator relevant to the portfolio and closely monitor the implementation of work plans.
  • Ensure compliance with national and international standards, best practices for program implementation and that all programs are implemented in accordance with national guidelines and policy, protocols, SOPs good clinical practice, and regulatory requirements.
  • Assist with the development of monthly, quarterly and annual reports and slide decks to the donor and various stakeholders.
  • Assist with documentation of program success stories and lessons in the relevant technical areas learned for internal and external publications.
  • Conduct frequent supervision and monitoring visits to program sites and regions.
  • Liase with SI team to translate data outcomes into program improvement strategies, and to provide data analysis support to frequently monitor the effectiveness of interventions.
  • Perform any other tasks assigned by supervisor.

Qualifications

  • Required Education: Medical degree
  • Preferred: Additional Master’s Degree or higher in the following fields: Public Health, Epidemiology, Biostatistics, or related discipline.
  • Minimum qualification: minimum of 5 years work experience in HIV field, including demonstrated experience and knowledge in prevention, care and treatment and PMTCT program in both facility and community settings.
  • Preferred experience as health care provider to patients living with HIV.
  • Strong computer skills in Microsoft (Word, Excel, Access, PowerPoint) and statistical software like SAS, SPSS.
  • Ability to provide high quality technical assistance to regional team.
  • Ability to collaborate with a diverse team and interact well with all beneficiaries, health care workers, and volunteer by facilitating a non-judgmental, non-discriminatory, non-stigmatizing environment in the program and to welcome all clients regardless of their background.
  • Ability to work independently with minimal supervision.
  • Filipino national
  • Excellent written and verbal communication skills in English and Filipino

Travel Requirements:

  • Domestic travels to project sites/partners as needed.
