In Syria, more than a decade of conflict and crisis has forced people from their homes and increasingly into acute poverty. Millions more have become refugees in neighbouring Iraq, Jordan, Lebanon and Turkey. In Iraq, tens of thousands of IDPs and returnees struggle to access durable solutions. While in Lebanon and Libya, political turmoil continues to have a negative impact on vulnerable people’s access to basic services. Across the region communities are grappling with the effects of declining economies, high youth unemployment and rising food insecurity, all more recently compounded by the impacts of the COVID-19 pandemic.

The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives. Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact.

Position summary

Reporting to the IRC’s MENA Policy, Advocacy and Communications (PAC) Director, the Regional Policy and Advocacy Manager will support in the development and implementation of IRC’s Regional PAC Strategy. Working in close collaboration with IRC PAC colleagues based in the region’s country programmes (Iraq, Jordan, Lebanon, Libya and Syria), as well as policy, advocacy and communications colleagues in capitals (US, EU, UK etc.), the Manager will support the development of MENA policy and advocacy messages and products for in-country, regional and international stakeholders and policymakers. He/She will also provide technical support to country programmes on key thematic and operational policy areas as required to ensure that in-country advocacy priorities and perspectives are integrated and amplified in IRC’s work.

Responsibilities

• Working with the Regional PAC Team, the Manager will support the development and implementation of the IRC MENA PAC Strategy.

• Coordinate MENA PAC calls and ensure regular reporting of MENA policy and advocacy initiatives and activities to regional and global colleagues.

• Support on the development of IRC specific regional advocacy products, including briefings, talking points and reports on relevant issues, as opportunities are identified.

• Provide country programmes with direct technical support on key thematic and operational policy areas as required, such as humanitarian access, protection and rule of law, and durable solutions.

• Ensure that IRC colleagues in global capitals and HQ have access to timely and contextually relevant briefing material to influence decision-makers on issues affecting people in the MENA.

• Support the Regional Policy Advocacy and Communications Director to represent IRC in key regional advocacy fora.

• Support regional and country programme advocacy trainings and actively contribute to fundraising and proposal development for policy and advocacy.

• Ensure the results of MENA advocacy initiatives are documented and quantified, while strengthening program learning and documentation on advocacy.

• As required, gap-fill for country programme policy and advocacy colleagues, this may include travel to IRC MENA country programmes.

• In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Other Internal and/or external contacts: MENA Country Programme PAC Coordinators/Advisors, MENA Regional Senior Communications and Media Manager, MENA Regional Context Analyst, and IRC US/UK/Europe Policy & Advocacy and Communications colleagues.

Job requirements

• University degree in International Affairs, Policy & Advocacy, Political Science, or any other relevant field.

• At least three years professional experience responding to complex humanitarian crises and/or post-conflict situations.

• Demonstrated track record in humanitarian advocacy, particularly in implementing humanitarian advocacy initiatives and generating policy and advocacy message and guidance.

• Fluency in English (written and spoken) is essential, with demonstrated outstanding writing skills. Arabic language ability is strongly preferred.

• Excellent analytical, presentation, communication and reporting skills.

• Sound personal organizational skills, including excellent time management, ability to meet deadlines, prioritize tasks, and work under pressure.

• Ability to navigate interpersonal and inter-departmental organizational dynamics to keep focus on goals and products.

• Must be willing and able to travel regularly within the region.

• Culturally sensitive, able and interested in working with a multi-ethnic team.

• Strong commitment to the IRC’s mission, purpose and values.

• Must be able to work independently, while being a team player.

• A keen understanding of humanitarian issues is required; previous experience working in the Middle East is strongly preferred.

• Ambition and drive to ensure IRC is viewed as a leading NGO working in the MENA region.
